1989 JUN 13 CC MINEL SEGUNDO ADJOURNED CITY COUNCIL MINUTES -JUNE 13,1989- 7:OOPM CALL TO ORDER by Mayor Jacobson at 7:00 p.m. PLEDGE OF ALLEGIANCE led by Councilman Anderson. ROLL CALL Councilman Anderson- present Councilman Clutter- present Councilman Dannen- present Councilman West- present Mayor Jacobson- present PUBLIC COMMUNICATIONS -(fifty Business Only- 5 minute limit) 1. Dennis Martin, 722 Indiana Court was concerned about Capital Improvement Projects being delayed. SPECIAL ORDERS OF BUSINESS 2. POTENTIAL REVENUE SOURCES Mayor Jacobson presented Council with a suggested tax resource, based on square footage, based on already developed property and eliminating per capita. Mayor ProTem Dannen read a letter from a concerned citizen suggesting a barrel tax. Councilman Clutter resented new tax proposals presented to him at the meeting without due time to study them. Councilman Anderson suggested Council consideration of the payroll expense tax instead of a head tax. At the hour of 7:43 p.m. Mayor Jacobson left the dais. At the hour of 7:45 p.m. the Mayor returned. Council considered and deliberated the possibility of a payroll expense tax. Mayor ProTem Dannen stressed the importance of also including severe penalties to any violation of the proposed payroll expense tax. Councilman West expressed concern with Mayor ProTem Dannen and stated he agreed the goal of this Council was to become self - sufficient. He disagreed on the severity of the penalties proposed and preferred the tax be based on the business size. Councilman West stated he was still in favor of a refuse tax. Council discussed and reviewed a draft of the proposed expense tax. Council directed staff to continue with the proposed draft tax ordinance and outline penalties within the draft. Mayor ProTem Dannen did not participate in Closed Session discussion due to a possible conflict of interest. At the hour of 8:50 p.m. Council reconvened in the Council Chambers with all members present and answering roll call. City Attorney Dolley announced that NO DECISIONS WERE MADE.
