SPECIAL ORDERS OF BUSINESS
1. Public Hearing- for the purpose of receiving public
testimony regarding (a) an ordinance which would amend the E1
Segundo Municipal Code and the Uniform Building, Plumbing and
Mechanical Codes to provide that fees for services rendered under
those codes shall be set from time to time by resolution of the
City Council; and (b) a resolution which will set certain fees as
recommended by the Cost Allocation User Fee Study for Public
Works, Planning and Building Safety Departments for municipal
services under the E1 Segundo Municipal Code as which relate to
work in the public right of way, and for application and
processing of building, plumbing and mechanical permits, plats
and subdivisions, and zoning fees.

Mayor Jacobson announced that this was the time and place
heretofore fixed for a Public Hearing for the purpose of
receiving public testimony regarding (a) an ordinance which would
amend the E1 Segundo Municipal Code and the Uniform Building,
Plumbing and Mechanical Codes to provide that fees for services
rendered under those codes shall be set from time to time by
resolution of the City Council; and (b) a resolution which will

Mayor Jacobson asked if proper notice of the hearing had been
given. City Clerk Hart stated notice of the hearing had been
published in a timely manner by the Building Department.
Mayor Jacobson asked if any written communication had been
received. City Clerk Hart stated no written communication had
been received by his office.
Mayor Jacobson opened the Public Hearing.
City Manager Fred Sorsabal gave a synopsis of the proposed
Ordinance and schedule of fees. He stated that Council could make
adjustments to fees each July 1st with respect the Consumer Price
Index.
Mayor Jacobson opened the Public Hearing to public input.
Jerry L. Davis, Southern California Gas District Manager Central
Area, 100 E. Nutwood Street, Inglewood stated he was in favor of
the City recovering costs and asked the record to reflect that
none of the proposed fees are applicable to the type of work
performed (i.e. public right -of -way) by Southern California Gas.
Mr. Davis asked Council to allow SCG to be exempt from paying the
fees until such time as another fee schedule can be drafted to
include public utilities.
City Manager Sorsabal stated he did not want to cease the
implementation of the Ordinance but did not see any conflict with
drafting another document to include public utilities.
City Attorney Dolley stated the ordinance, if passed, would not
go into effect for 30 days; consequently, the resolution, if
passed, would go into effect with the ordinance.
City Attorney Dolley read the title of the following:

OF THE EL SEGUNDO MUNICIPAL CODE, WHICH SECTIONS RELATE TO
FEES FOR WORK IN THE PUBLIC RIGHT OF WAY, APPLICATION AND
PROCESSING OF BUILDING, PLUMBING AND MECHANICAL PERMITS,
PLATS AND SUBDIVISIONS, AND ZONING FEES.

NEW BUSINESS -CITY MANAGER
1. Revision of the E1 Segundo Municipal Code Section 9.08.010,
Curfew Ordinance relating to Minors and the issue of curfew, to
address a recent Court decision.
City Manager Sorsabal stated that in order to comply with a
recent Court decision and to coordinate City efforts within Los
Angeles County, it was recommended that the E1 Segundo Municipal
Code, relative to Section 9.08, be revised to include these new
requirements and exemptions. The City Attorney reviewed the
proposed ordinance which includes the concerns of the Appellate
Court and is in agreement with the County ordinance.

At the hour of 8:22 p.m. Council adjourned to the Mayor's Office
for a Closed Session.
At the hour of 9:15 p.m. Council reconvened in the Council
chambers with all members present and answering roll call with
the exception of Councilman Anderson who was absent. Mayor Pro
Tem Dannen announced that no decisions were made in Closed
Session but Council would adjourn to Tuesday, January 10, 1989 at
7:00 p.m. to discuss items as will be posted and to discuss the
March 7, 1989 Special Election in reference to recent Court
decisions; alternative revenue resources and the Griffith Report
(Police and Fire).
