1989 AUG 22 CC MINEL SEGUNDO CITY COUNCIL ADJOURNED MEETING - AUGUST 22,1989 7:00 PM CALL TO ORDER by Mayor Jacobson at 7:00 p.m. PLEDGE OF ALLEGIANCE led by Planning Commissioner, John Schott. JOINT MEETING WITH THE PLANNING COMMISSION ON GENERAL PLAN Mayor Jacobson stated the purpose of this joint meeting was to review and discuss the General Plan Program. Lynn Harris, Director of Development Services gave an overview of the General Plan Update Program and staff presentation of General Plan Land Use Alternatives. Paul Zucker, Zucker Systems, Consultant for the Citizens Participation Program for the General Plan Update gave a summary of their recommendations for the General Plan alternatives. GENERAL PLAN UPDATE 2005 Highlights of General Plan Alternatives Medium Intensity - Mixed Use Alternative In this alternative, a mixed use area - which may include office, retail, residential, commercial, hotel, open space, public facility, research and development, and light industrial uses - is proposed in the Northeast quadrant of the City. It also includes an air freight /airport support district. In the Southeast quadrant, open space and commercial /manufacturinguse is proposed to increase while the heavy industrial area at corner of Sepulveda and Rosecrans is to be retained. To the west of Sepulveda, there is an increase in general commercial uses along Imperial Avenue and an increase in residential density immediately to the south. A Downtown Historic District is added to the existing downtown commercial area. Mixed Use / Urban Center Alternative In this alternative a mixed use area is also proposed but at a higher intensity somewhat approaching that of an urban center or core. Included in this area would be a hotel /entertainment district and a retail corridor along the LRT line between Mariposa and El Segundo stations. An increased amount of residential development in the mixed use area is planned, as well as the annexation of the unincorporated county area east of El Segundo known as Del Aire. August 22, 1989 Council Minutes SPECIAL ORDERS OF BUSINESS (continued) The Sepulveda Corridor is designated for low -rise commercial /retail uses oriented toward serving airport related traffic. The Heavy Industrial area at corner of Rosecrans and Sepulveda is proposed to be removed, leaving the Chevron Refinery as the only remaining area of heavy industrial use. Council and commission members discussed alternatives as presented. The main issues discussed were as follows: 1. West of Sepulveda area. (Imperial, Smoky Hollow, School Site Re -use) 2. New Land Use Designations: Airport Support District, Recreation Areas, Hotel /Entertainment Complex, Special Zoning, Del Aire Annexation, Transit Impact Zones, PerformingArts Center, Sepulveda Corridor, Mixed Use Area, Retail areas. 3. Industrial Uses /Hazardous Waste: Hazardous Waste, Industry. 4. Del Aire Annexation. 5. Remaining Issues: Special zone concept and fiscal zone overlay; Homeless /criminal regarding transit; Public Safety Element - aesthetic measures. 6. Land Use Assumptions: The Chevron refinery will remain for the live of the planningperiod. The Los Angeles International Airport will expand to double its current capacity. The opening of the 105 Freeway and related light rail transit line in 1995 will enhance El Segundo's development potential. Sepulveda Boulevard will continue to serve as a major regional thoroughfare. The County's economic base will continue to change from manufacturing to services. The Smoky Hollow Specific Plan, adopted by the City Council on December 17, 1985 will continue to govern land use in that area. As a result of high employment growth and housing demand, there will be continued pressure to designate new locations for residential development and to build at higher densities. The expansion of the Hyperion Wastewater Treatment Plant is expected to continue throughout the planning period. PUBLIC COMMUNICATIONS -(City Business Only- 5 minute limit) 1. Ara Avak, 731 W. Pine suggested combining police and fire station services. 2. Elizabeth Geraghty, 900 Cedar Street suggested the City maintain a strongpolice department and limit further development.
