1. Second reading of Draft Ordinance Amending Various Sections
of Chapter 5.08 of Title 5, Business Regulations and
Licensing
Acting City Attorney Robert V. Wadden read the title of the
following:

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, AMENDING THE EL SEGUNDO MUNICIPAL CODE BY
DELETING SECTION 5.08.12 IN ITS ENTIRETY AND AMENDING
SECTIONS 5.08.020, 5.08.520, 5.08.570, 5.08.585, AND
5.08.670 OF CHAPTER 5.08, TITLE 5 OF THAT CODE, WHICH
CHAPTER RELATES TO A BUSINESS LICENSE TAX.

STUDY SESSION
Purpose - Study session in response to Planning Commission
request for direction regarding land use intensity for
proposed developments within Parcel Map 17750 on the east
side of Sepulveda Boulevard at Hughes Way. The following
applications have been received:
a. Environmental Assessment EA -159, Morrison Express
airfreight warehouse on Lot 1.
b. Environmental Assessment EA -178, American Overseas
Airfreight, Inc. airfreight warehouse on Lot 2.
C. Environmental Assessment EA -147, United Parcel Service
Parcel Distribution Center on Lots 6, 7, and 8.
d. Previously approved applications include EA -150,
Airfreight Container Service on Lot 3 and EA -152,
Public Storage on Lots 4 and 5
Staff presented an overview to Council and the Planning
Commission regarding Parcel Map 17750. The subject land, located
at 2000 Hughes Way, was divided into eight parcels by Chevron for
the purpose of development. A city -set guideline dominated the
project to ensure that the number of vehicular trips generated by
the parcel would not exceed 3,785 per day. Staff stated that
subsequent to this study session, the Planning Commission had
already approved proposals by Airfreight Container Service and
Public Storage to develop three of the eight parcels of land and
the combined approved projects are below the number for average
daily vehicular trips. Proposals, however, are pending from
Morrison Express Airfreight, American Overseas Airfreight and
United Parcel Service (UPS) for development of the remaining five
parcels. The proposals from these companies exceed the vehicular
trips and therefore some direction is sought by the Planning
Commission from Council.
Council and Planning Commission discussed ensued.
There was a consensus of opinion from Council stating their
concern of additional truck traffic and overall increased traffic
generation. It was also a consensus of Council /Commission that
these land uses represent a reoccurring fiscal loss to the City
even after the golf course revenue stream begins and this should
be a factor in land use decision making.
After further discussion, it was the consensus of Council to have
the Planning Commission check the accuracy of the figures given
by the pending proposers. If the figures are over the city -set
guidelines for vehicular trips then none of the projects should
be approved unless the developer can provide an extraordinary
suggestion for mitigating traffic.
