ADJOURNED REGULAR CITY COUNCIL MEETING - NOVEMBER 8.1988- 7:OOPM
CALL TO ORDER at 7:00 p.m. by Mayor Jacobson.

SPECIAL ORDER OF BUSINESS
1. General Employee Insurance Premium Increase
Director of Personnel Fred Weiner, presented an overview of the
insurance increase with emphasis on the PERS (Public Employees
Retirement System) option, and stated that two - thirds of the
City's employees are insured under American General and will be
confronting an increase of 92% to maintain their level of current
benefits . Mr. Weiner added that he estimated the increases will
cost an additional $11,355 per month for the City and
approximately $7,200 for all City Employees. By contributing half
of that $7,200, the City would be paying almost $15,000 more each
month.
Mayor Jacobson stated the City does not have any additional funds
to assist the City employees with this increase but if Council
approved this financial assistance this funding would be
available by implementing a selective hiring freeze on certain
vacant department positions.
Mr. Weiner concurred and added that each vacant position would be
reviewed on an individual basis. Mr. Weiner also added that in
addition to American General and Cigna, Health Net would be added
as an insurance option.
Councilman Anderson MOVED, Mayor Protem Dannen SECONDED to fund
one -half of the employee insurance premium increase through
April, 1989 by not filling certain vacant city positions and
during this time to have Mr. Weiner study all insurance plans
available , including the medical package offered by PERS; return
to Council with a final recommendation by April 1, 1989. MOTION
CARRIED BY AN UNANIMOUS VOICE VOTE.
Eileen Sullivan. California Leaaue of Citv Emplovees
Representative addressed Council on behalf of the City Employees
Association and the Police Officers Association thanking Council
for their immediate and generous assistance. She also added that
the General Employees by an overwhelming vote wanted to pursue
diligently PERS as a source of health insurance, by April 1989.
2. Revenue Considerations
It was the consensus of Council to have staff bring back the
Utility User Tax Ordinance with recommended changes and the
Excise Tax ordinance with the needed amounts listed, at the
November 15, 1988 Council Meeting.
NEW BUSINESS -CITY MANAGER
1. Request of the Board of Airport Commission (BOAC) to Support
E1 Segundo's Request Regarding Early Turns
Request FAA support
Councilman Anderson MOVED, Councilman Clutter SECONDED,to have
Mayor Jacobson, Councilman Clutter and members of the Noise
Abatement Committee go before the Board of Airport Commission on
November 21, 1988 to discuss the problem of early turns over the
City.
City Manager Fred Sorsabal, added that Mr. Clifton Moore, Manager
of LAX (International Los Angeles Airport) offered to assist the
City in its presentation to the Commission.

1. Announcement of New Senior Housing Board Member.
Mayor Jacobson announced the appointment of Edina Edwards and Don
Cwik to the Senior Housing Board.
