(2) Adoption of a resolution setting priorities for filing of written
argue ents and directing the City Attorney to prepare an impartial
analysis.
Councilman Jacobson stated he could not support this resolution unless the
Utility Users Tax was raised to 4% and extended to 5 years. Councilman
Jacobson felt that the benefit of this tax could not be realized by the City
in 3 years.

C. '"Traffic Reduction_ Ordinance!
Consideration of submission of a ballot proposition to the voters at
the April 12, 1988 Election. This proposed Council sponsored ballot
proposition is ]crown as the "Traffic PaJac icn.ozdinance."
The city Council may, but is not required to, place this ballot
proposition on the April Ballot for vote of the electorate. The action
sired is:
(1) Adoption of a resolution calling for an election; and
(2) Adoption of a resolution setting priorities for filing of written
arguments and d1TeCtjllg the City AttorYW to prepare an martial

It was the consensus of Council to take no action regarding placing it on
the ballot for April 12, 1988.

Mayor Siadek expressed concern regarding sand build -up that occurs on Vista
del Mar after a rain storm. Mayor Siadek asked staff to contact the
Department of Water and power (DWp) regarding this matter as it is their
property.
