JOINT CITY COUNCIL AND PLANNING COMMISSION MEETING
CALL TO ORDER by Mayor Siadek at 7:00 P.M.

NEW BUSINESS
1. What emphasis (if any) should fiscal impact considerations have in land
use decisions?
It was the consensus of Council that the Planning Commission could now
consider fiscal impact studies.
2. Given the results of the Continental Election, are there any changes in
direction or philosophy for development east of Sepulveda?
It was the consensus to Council that the duty of the Planning Commission
was to the Community at large, and that policy must come from the City
Council.
3. R -3 development standards
a. density
b. parking
c. lack of landscaping requirements
d. bulk and mass of recent "to code" buildings
e. apartments vs condominiums
Discussion concluded that Council can expect recommendations from the
Citizens Advisory Committee in reference to the General Plan and can
expect additional recommendations from the Planning Commission
regarding consideration of higher apartment standards in the R -3 Zone.
4. General Plan Update
a. role of the General Plan Citizens Advisory Committee
b. timeframe for implementation
The Citizens Advisory Committee will provide Council within 60 days
recommendations with regard to the General Plan.
5. Role and authority of the Planning Commission.
It was the consensus of Council that the duty of the Planning Commission
was to the Community at large, and that policy must come from the City
Council.
6. Revisions to environmental review procedures.
The Planning Department will provide Council with a report detailing
expedient measures regarding the Environmental Review Process.
A Redevelopment Agency will also be taken into cosideration.
