1985 SEP 03 CC MINA- 66,905 MINUTES OF THE REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL SEPTEMBER 3, 1985 CALL TO ORDER was made by Mayor Armstrong at 7:00 P.M., Tuesday, September 3, 1985, in the Council Chambers of El Segundo City Hall. THE PLEDGE OF ALLEGIANCE was led by Mr. Bruce Hatchell, Operations Sunervisor, Automobile Club of Southern California. iVOCATION was given by Father Azadean, St. Anthony's Catholic Church. PRESENTATIONS 1. Mayor Armstrong presented the Proclamation designating September as "Seat Belts Work" Month to Mr. Bruce Hatchell, Operations Supervisor, Automobile Club of Southern California. 2. Mayor Armstrong recognized Tom Curtis as Employee of the Month. 3. Councilman Schuldt presented a plaque to Mayor Armstrong from the Chairman of the District of Brentwood, England. Minutes Action Follow -up of Open Items as of August 27, 1985 received and filed. SPECIAL ORDER OF BUSINESS - None UNFINISHED BUSINESS - None REPORTS OF COMMITTEES - None PIIBLIC COMMUNICATIONS - WRITTEN - None PUBLIC COMMUNICATIONS - ORAL Rev. Ed Erdely, 209 W. Acacia, E1 Segundo, raised some questions regarding the Dublic hearing from August 20, 1985 regarding the entertainment permit for the otel (Embassy Suites) at 1440 E. Imperial Avenue (Highway). Who enforces the Conditional Use Permit Compliances? City Attorney Dolley responded that this was the responsibility of the Building Safety Director. 2. Who enforces the City's Zoning Code? City Attorney Dolley again stated that this was the responsibility of the Building Safety Director. 1. 3. Does a lack of compliance of a CUP alter the status of the CUP? Mayor Armstrong indicated that staff would need to look into this matter further. 4. How long before City staff will take the necessary action(s) for compliance? Mayor Armstrong stated that this would be brought up at the October 1, 1985 Council meeting, as stated at the August 20, 1985 Council meeting. CONSENT AGENDA Councilman Siadek MOVED, Councilman Jacobson SECONDED, that matters listed on the Consent Agenda be approved. Motion carried by unanimous voice vote. 1. Warrant Nos. 8565 -8808 on Demand Register Summary No. 5 in total amount of $1,245,625.27 Ratified and approved. 2. Request from Chevron, U.S.A. Inc., for a second year extension on three (3) joined temporary trailers located in the Chevron Refinery, Coord. 12 -E, 324 W. El Segundo Boulevard. Extension approved through 9- 25 -86. 3. Accept and Award the lowest bid for a stage curtain at the Clubhouse in Recreation Park. Award given to Triangle Scenery, Drapery and Lighting Company for $3097.00 includng sales tax. 4. Request Participation in the National Institute of Municipal Law Officers Litigation on the Fair Labor Standards Act. Participation approved. Request to Rescind the Award of two Motocycles to Sportcycle Center, Inc._ (awarded on August 6, 1985) and to Reject the only other Bid received and Authorize to re -bid at a later date. Request to rescind and reject the above bids approved and staff authorized to advertise for re -bid. 6. Alcoholic Beverage License Application, Etsuko Nakamura, Short Stop, 409 Main Sstreet, E1 Segundo, Type 41 - On Sale Beer and Wine Eating Place. Received and filed. BEY BUSINESS -CITY MANAGES Director of Public Works Bill Glicluan gave an update on the water main break (Pump Station -Fire Station No. 2)that occurred over the Labor Day Weekend. He indicated crews had worked all holiday weekend and water was now restored. There are still minor repairs and replacements but they will be done without interruption of service. ADJOUIENME Bi - No other business appearing to come before the Council at this session, the meeting was adjourned at 8:05 P.M. in memory of Steven Herzog, a 1984 graduate of E1 Segundo High School and Martharita Edmon Coffey, a 22 year resident.
