1985 JUN 20 CC MIN�w:-) (3 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL JUNE 20, 1985 CALL TO ORDER was made by Mayor Armstrong at 7:00 P.M. in the City Hall Council Chambers. PLEDGE OF ALLEGIANCE was led by Police Chief Clark Devilbiss. ROLL CALL was taken by City Clerk Hart Councilman Jacosbon - present Councilman Schuldt - present Councilman Siadek - present Mayor Pro Tem Synadinos - present Mayor Armstrong - present PRESENTATION — BUDGET STUDY SESSION City Manager Nick Romaniello gave a brief background on the past processes and philosophical differences in the procedures of the budget. He concluded by stating that the proposed budget reflects a 4.5% increase over last year's operating budget and an additional 4.5% increase which reflects the supplementals (of three consecutive years of supplementals that had not been fulfilled) . Mayor Armstrong indicated that he was interested in determining why previous budget figures have not coincided and philosophy of funding (actual rationale vs. funding). Councilman Schuldt was concerned about the City Manager approving all the supplementals. He felt it was the departments' job to prove that the particular items should be purchased, upgraded or staff added. Mr. Romaniello stated that the supplementals he recommended (not approved) were shown to him by the departments as necessary, and were requests from prior years that had been turned down but were still needed. Councilman Schuldt also indicated his concern regarding medical insurance. Lengthy Council discussion ensued regarding medical insurance, medical benefits for staff and Council. Mr. Romaniello explained the procedures of the medical benefits for employees, such as the flexible benefit plan where management can elect to be paid for their benefits (taken in salary and not benefits), various agreements with the Police and Fire, and the medical for general employees. Councilwoman Synadinos indicated that she was concerned over the amount spent each year on group insurance for the Council. Discussion ensued as to which Councilmembers had what insurance and the costs. Further discussion ensued regarding revenues /funding and no receipt of a Financial Base Study update to Council. Mr. Romaniello said that he and Director of Finance Jose Sanchez had just completed a study but it was not polished. However, it would be forthcoming in the next week and both Mr. Romaniello and Mr. Sanchez would like the opportunity to discuss it with Council. Mr. Romaniello said that it would be to the City's and Council's benefit, with Council approval, if staff worked toward a program budget (which projected the budget for 3, 4 or 5 years).
