MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE EL SEGUNDO CITY COUNCIL
April 26, 1983
I. CALL TO ORDER:
The E1 Segundo City Council convened in an adjourned regular session
Tuesday, April 26, 1983 at the hour of 7 :00 o'clock p.m., in the
Council Chamber of the E1 Segundo City Hall. The Clerk reported
that an Order of Adjournment of Meeting of the City Council had been
posted as required by law, and that a Declaration of Posting was in
the City Clerk's file.
II. PLEDGE OF ALLEGIANCE was led by Councilman Jack Siadek.
III. ROLL CALL:
Present: Council Members Armstrong, Johnson,
Siadek, Synadinos and Mayor Bue
Planning Commission Members Brady,
Lantner, Jacobson, Schott and
Chairman Young
Absent: Council Members None
Planning Commission Members None
IV. The Mayor announced that the purpose of this meeting was to jointly
discuss overall policy and clarification of directives in regard to
planning matters.
A. Policy - review of individual projects vs Code restrictions
Planning Chairman Young advised that the Commission had been working
for the past year bringing the zoning code up to date, reviewing all
the zones, and it seemed time to determine if the Commission was
following the intent of the Council's directions. Stated the Commis-
sion felt it had been on the right track, but had not met with success.
Mayor Bue stated that the Planning Commission has had a difficult
task and has done a good job; that the Council is interested in not
having any more 20 -story buildings; that changing the zone require-
ments seems to have resulted in discretionary review of more projects
and the Council is concerned about that, feeling it is only fair for
the people to know what they can build on their property by reading
Code requirements.
Chairman Young stated that in trying to meet all the criteria, it
seemed that plans for single family residences were the only ones
not subject to review by the Commission or Council, and setting up
a Code so that developments could be built without discretionary review
was an almost impossible task, that one rule could not apply to all,
there were always extenuating circumstances. The Commissioners also
advised they were hampered somewhat in not receiving public testimony
regarding a project prior to the testimony being given at the Council
public hearing.
The Commission and Council members discussed at length the difficul-
ties of arriving at Code requirements that would suit all the unique
situations in the M -2 zone. Discussed the role of the Environmental
Quality Review Board; changes that have evolved through the years
that have had a significant effect on parking requirements and the
environment; time required for processing plans, and the dilema of
discretionary or non - discretionary permits.
B. Enforcement of Planning Commission's intentions and its relation
to the Building Code and department requirements
Discussion regarding enforcement procedures to assure that the condi-
tions placed on developments are adhered to resulted in a suggestion
that one year after an agreement or conditions have been placed on a
project, follow up be made by City forces to assure the conditions
are being met.
Councilwoman Synadinos asked if a procedure could be established so
that no matter who was on board in years to come, there would be
continuous enforcement of the requirements. The consensus was that
when infractions become known, reports should be made to the proper
department or the Council for enforcement action.
C. Parking Considerations
Compact car striping, Hacienda Hotel parking, requirements in rela-
tion to changes in use of a structure and condominium requirements
were all discussed.
Planning Director Romaniello responded to.questions regarding the
parking requirements for the various zones and types of developments.
D. Notification of affected property owners /citizens
Planning Director Romaniello reported on the requirements for notify-
ing property owners and citizens in general of Commission hearings.
Councilwoman Synadinos suggested placing a large display ad in the
Dailly Breeze when a hearing of widespread interest would be held,
and moved that public hearings on zone changes be advertised in the
Daily Breeze, which motion was seconded by Councilman Siadek.

V. ADJOURNMENT
No further business appearing to come before the Council at this
session, the Mayor declared the meeting adjourned, the time of
adjou_-nment being 9:00 o'clock p.m.
