1982 SEP 21 CC MINX5770 ," BOARD OF EXAMINERS AND APPEALS September 21, 1982 The Board of Examiners and Appeals convened on the above date at the hour of 7:05 o'clock p.m., in the Council Chamber of the E1 Segundo City Hall. Chairman Bue announced that this was the time and place heretofore fixed to hear the appeal of Vangas, Inc., from the Fire Marshal's denial of permit for installation of a propane fueling station at Ogden Foods, 1475 East E1 Segundo Boulevard. ROLL CALL: Present: Trustees Armstrong, Siadek, Synadinos and Chairman Bue Absent: Trustee Johnson Battalion Chief Elder Thompson reported subject propane tank had been installed without permit approval, that the subsequent permit application was denied.on the grounds that the tank installation did not, nor could it meet applicable Code requirements at its present location. The company was requested to remove the tank. Chairman Bue inquired if anyone present wished to speak regarding this appeal. Mr. Robert J. Martin, Jr. Director of Safety and Training for Vangas, Inc., disputed the Code violations cited, that his contention was the system was in line with applicable Codes. Recommended the Council appoint a task force or. steering committee to revise the Municipal Code dealing with gas instal- lations. -- -Fire Chief Larry Sheldon reported that this problem could have been averted had the company gone through the proper Permit process of the Fire Department. Explained that parking requirements for Ogden Foods Company do not conform to the space requirement for safe dispensing of LP gas as presently installed, and Ogden Foods had indicated it could not eliminate any of the parking to bring this installation within Code requirements. Chairman Bue inquired if anyone else wished to speak regarding this appeal; inquired if anyone representing Ogden Foods was present. Hearing no response, motion was made by Councilman Siadek, seconded by Councilman Armstrong, that the appeal of Vangas, Inc., for permit to install a Propane Tank at Ogden Foods, 1475 East El Segundo Boulevard, be denied. Motion carried by unanimous vote. City Manager Jones explained there was some misunderstanding regarding issu- ance of the permit; that. Ogden Foods had obtain permits after the installation and the plans had been checked and approved with the conditions stipulated in the Fire Department report and by Fire personnel tonight. Further stated the Fire Department report indicates the company has not complied with the conditions outlined in the Plan Check.
