OF THE EL SEGUNDO CITY COUNCIL__
July 20, 1982
1. CALL TO ORDER

The E1 Segundo City Council convened in an adjourned regular meeting on
the above date at the hour of 6:00 o'clock p.m., in the Council Chamber of
the E1 Segundo City Hall. The Clerk reported that a Notice of Adjournment
had been posted as required by law and that an affidavit of posting was in
the City Clerk's files.
2. PLEDGE OF ALLEGIANCE was led by Councilman Johnson.
3. ROLL CALL
PRESENT: Councilmembers Armstrong, Johnson,
Siadek, Synadinos and Mayor Bue
ABSENT: Councilmembers None
4. City Manager Jones reported he understood the meeting was for the purpose
of studying ways of raising additional revenue for the current and future
fiscal years, and outlined a number of potential revenue sources:
a. Increase fees or levy new fees to cover actual cost for specific
services to residents and businesses
Suggested a research project be initiated to determine overhead charges
for specific services so that the services pay for themselves through fees.
b. Imposition of taxes or increase of existing taxes
Stated there is a question as to whether an election is required for this
action requiring a 2/3 vote of the people; that a decision from the Supreme
Court may find that no vote would be required.
C. Establishing assessment districts for capital expenditures
Advised that assessment districts could be set up for installation of new
water lines, sewers and storm drains, streets, sidewalks, etc., and out-
lined some of the disadvantages.
Recommended that all the sources be researched and the most beneficial to
the community be selected. Also recommended that this study be combined
with the development of the Economic Base Study; that the revenue raising
task and evaluating the economic community go hand in hard, that a broader
look of the economic community seems appropriate.
Council discussed appointing an advisory group to study potential sources
of revenue and another ad hoc committee to select the outside consultant
for the Economic Base Study. Councilman Siadek and Armstrong volunteered
to serve on the ad hoc committee.
After further discussion, motion was made by Councilman Siadek, seconded
by Councilman Armstrong, that the Council appoint no more than fifteen (15)
members to undertake a study relative to potential sources of revenue, and
that an outside consulting firm be hired to prepare an Economic Base Study
of E1 Segundo. Motion carried.
No other business appearing to come before the Council, the Mayor declared
the meeting adjourned, the hour of adjournment being 6:45 o'clock p.m.
