1982 APR 19 CC MINMINUTES OF SPECIAL MEETING OF THE
EL SEGUNDO CITY COUNCIL
April 19, 1982
1. CALL TO ORDER
The E1 Segundo City Council convened in a special meeting on Monday,
April 19, 1982 at 7:00 o'clock p.m., in the Council Chamber of the
El Segundo City Hall. The Clerk reported that a Notice of Special
Meeting of the E1 Segundo City Council had been posted, mailed and
hand delivered as required by law and that an affidavit of posting,
mailing and delivery of said notice was in the City Clerk's file.
2. ROLL CALL: Present: Councilmen Armstrong, Johnson,
Siadek and Mayor pro tem Bue
Absent: Mayor Van Vranken
3. Mayor pro tem Bue announced that the purpose of this session was to meet
jointly with the Planning Commission to study and discuss various City
planning concerns of the Council, Planning Commission, staff and citi-
zenry; that no formal action would be taken at this meeting.
The following Planning Commission members were in attendance:
Commissioners Brady, Schott, Young and
Chairman Christensen
Commissioner Charland was absent.
Discussions between the Council, Commission and Staff were held on the
following:
Updating the Municipal Code
Closing loop holes in the present zoning system which allows
projects to be constructed without environmental review or
approval of the Planning Department, Commission or Council
Environmental review and assessment procedures
Ways and means of controlling traffic problems by reducing
density, down zoning, etc.
Establishing objectives and prioritizing them for reports
by the staff
Establishment of a separate Environmental Review Board
Usefulness of an Art Jury
Variance in building regulations within the R -3 zone
(Condominiums vs apartments)
Affordable housing requirements
Fiscal impact of industrial business sector on the demand
for City facilities, utilities, etc.
4. The Council and Commission directed that staff prepare a work program
and present it to the Council and Commission as soon as possible for
information. The Commission to subsequently present its recommendations
to the Council for approval.
5. ORAL COMMUNICATIONS
The Mayor pro tem announced that this was the time set aside for input
from the public.
No response was heard.

6. ADJOURNMENT
No further business appearing to come before the Council at this joint
sessions of the City Council and Planning Commission, motion was made
by Councilman Johnson, seconded by Councilman Siadek, that the meeting
adjourn, time of adjournment being 8:30 o'clock p.m. Motion carried.
