1981 JUN 16 CC MIN - 26x >� :- 1�) BOARD OF EXAMINERS AND APPEALS JUNE 16, 1981 The Board of Examiners and appeals convened on the above date in the Council Chamber of the El Segundo City Hall to hear the appeal of Mr. John Ellings, 807 Center Street, for interpretive relief from certain Building Code require- ments. Roll was called as follows: Present: Trustees Armstrong, Bue, Johnson, Siadek and Chairman Van Vranken Absent: Trustees None Director of Building Safety Dalgleish presented a report indicating the Build- ing Department had issued a correction notice on a concrete masonry wall at 807 Center Street, requiring the wall to have clean -out holes for inspection. Advised that this was not a garden fence wall, for which the department hands out a diagram to follow, but a structural, load- bearing, masonry wall, require - ing all cells having vertical steel be filled solidly with grout, which must be inspected down to the footings. Stated that in order to do that, inspection must be made at a height of not more than 4 feet, and Mr. Ellings' wall had been constructed to its full height when inspection was requested. Stated that inspection had been attempted from this height, but even with good light, the bottom could not be seen, therefore, impossible to determine if the wall would meet code requirements. Mr. Ellings handed the Board copies of pertinent Building Code sections; related the difficulties he has had following directions and interpretations of staff members, and would like clarity on what he must do to proceed with the wall. Director of Building Safety Dalgleish responded that in order to determine if the grout is properly placed, inspection holes must be provided in the steel bearing cells large enough for removal of any debris and for inspection. Mr. Ellings stated he had not received a copy of the report Mr. Dalgleish was referring to and would like an opportunity to study it. After discussion, Chairman Van Vranken recessed the hearing at the hour of 7:35 o'clock p.m., to give Mr. Ellings an opportunity to study the report. At the hour of 8:00 o'clock p.m., the Board reconvened, all members being present and answering roll call. Mr. Ellings objected to the letter report written by Mr. Weeks, the previous Building Inspector, that the events he related were different than what actually happened. Stated he followed the diagram the City hands out for a six foot retaining wall, which does not direct that construction should stop at the 4 -foot level for inspection. After further deliberations, Mr. Ellings stated he would put the holes in the wall every four feet, large enough for his hand to enter the wall, if that is what is required to meet the Code, and if agreed, would withdraw his appeal without prejudice. Motion was made by Trustee Siadek, seconded by Trustee Johnson, that the withdrawal of appeal without prejudice from Mr. John Ellings be accepted. Motion carried.
