MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE EL SEGUNDO CITY COUNCIL
May 28, 1980
1. CALL TO ORDER
The E1 Segundo City Council convened in an adjourned regular session
on the above date at the hour of 7:00 o'clock p.m., in the Council
Chamber of the E1 Segundo City Hall.
2. PLEDGE OF ALLEGIANCE was led by Councilman Les Balmer.
3. ROLL CALL:
Present: Councilmen Balmer, Bue, Johnson,
Siadek and Mayor Van Vranken
Absent: Councilmen None
4. SPECIAL ORDER OF BUSINESS
a. Continued Discussion of Operating Budget 1980 -81
Building Safety Department
City Manager Jones presented an analysis of the functions and operation
of the Building Safety Department, which included recommended procedural
changes and the addition of three new positions. Advised that the study
revealed that the fees charged by the department have not included the
cost of all services performed by other departments. Stated that if it
is the Council's intent that fees should cover all direct costs associa-
ted with services performed, then the fees should include costs for
services performed by other departments, as well as the Building Depart-
ment; and if this is the Council policy, it would be necessary to increase
the fees an average of 13.4% above the current fee schedule. A fee in-
crease of 28% would be necessary to cover total direct and indirect costs.
Advised that the matter of increased fees would be submitted to the Coun-
cil along with the 1979 Edition of the Building Code for adoption.
Discussion continued on matters of bringing the backlog of work up to
date, whether additional personnel would allow more time for administra-
tive and managerial duties, and if turn- around time of plans would be
shortened.
By unanimous agreement of the Council, the policy was adopted that the
fee charged for a service should include all costs involved in providing
that service -- a self- sustaining service.
Engineering. City Manager Jones asked that a correction be made in
Account No. 410068 from $3,600 to $300, resulting from cancellation of
the Xerox Data Processing System that was in the Police Department Budget.
Recreation and Parks Department. The Council recommended using the
fencing from around the abandoned moto-cross course on the Imperial Strip
to replace the batting cage fence at Recreation Park.
The City Manager advised that the total grant money, which would be
received for replacement of playground equipment, would be $4,564 and
the City's matching share would be $1,536, bringing this total to $6,100.
The Council asked that investigation be made into planting the hill on
the Imperial Strip west of California Street to spell out "E1 Segundo."
Juvenile Diversion Project. Councilman Bue advised that the
project had been changed from Division 4 to Division 2 and there may be
more money with which to operate this year.
The City Manager advised that if the present level of service continued,
the Professional and Technical account may be reduced from $5,000 to
$2,000.
South Bay Free Clinic. Mayor Van Vranken asked thai 0iis item
be discussed at this time, that possibly the matter of E1 Segundo
participation be reconsidered. Council discussed the appropriateness
of charging E1 Segundo taxpayers for a service that is already avail-
able from other sources, and asked staff to investigate the type of
services furnished by this organization.
Councilman Siadek requested that discussion be opened again on
landscape development of the Southern California Edison Company right -
of -way along Washington Street. Stated he would be in favor of devel-
oping the area if it could be made into a Par Course and asked for
staff to investigate and report back.

6. NEW BUSINESS
Councilman Siadek referred to a letter received from the Coalition
of Governmental Commissions and Councils on Aging in Los Angeles
County and asked that consideration be given to supporting certain
legislative bills that would be beneficial to senior citizens and
to consider appointing someone to represent the Council in this
endeavor.
7. ADJOURNMENT
No other business appearing to come before the Council at this
meeting, the Mayor declared the meeting adjourned, the hour of
adjournment being 9:55 o'clock p.m.
