was waived. Thereafter, motion was made by Councilman Bue, seconded
by Councilman Johnson, that said ordinance be adopted. On roll call,

b. Noise Abatement. Councilman Siadek asked that a letter from the
Council be sent to the Airport Commission asking for a feasibility
study on constructing the high speed turn -off farther east of the run-
ways left and right. Also asked for identification cards for members
of the Noise Abatement Committee

15. ORAL COMMUNICATIONS
a. Mrs. Madelyn Bennett, 527 Richmond Street, categorically responded
to areas in the Environmental Impact Report on the proposed sludge
management program at the Hyperion Treatment Plant which did not
address increased noise, traffic, pollution, etc., and that she would
like these factors taken into consideration and brought out at the
hearing on July 8, 1980.
16. RECESS
At the hour of 9:35 o'clock p.m., the Council recessed to Executive
Session in the office of the Mayor. At the hour of 10:05 o'clock
p.m., the Council reconvened, all members being present and answering
roll call.
a. Memorandum of Understanding, E1 Segundo Police Officers' Association
City Attorney Allen advised that the Memorandum of Understanding had
not been wholly completed in time to make all the amendments in the
Administrative Code by resolution this evening; however, stated a
resolution had been prepared that would implement certain provisions
of the MOU in order to accomplish the increases in compensation for
the period beginning June 28, 1980, and a subsequent resolution would
be presented at the next meeting.
Motion was made by Councilman Bue, seconded by Councilman Siadek, that
the following resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, PROVIDING
FOR INCREASED COMPENSATION AND BENEFITS
