9Increasing Block Rate = per unit costs increase as volume increases Unitary Rate = per unit cost identical regardless of volume Declining Block Rate = per unit costs decrease as volume increases The Mayor inquired if this matter could be held over and the larger water users notified that the matter would be heard at the next meeting. Mr. Glickman advised he would supply a copy of the report to those fifteen high users and publish a notice in the local newspaper that the matter will be discussed at the July 15th meeting. 4) Change Order No. 1 and completion of landscaping and irriga- tion project on Sepulveda Boulevard, Specification No. 79 -4 Advised that subject project had been completed by Gaudenti & Sons Landscaping on May 23, 1980. Recommended acceptance of the project as complete and,,approval of the change order extending the project by 111 days and for repair of broken irrigation sleeves, for a total amount of $1,173.20. Motion was made by Councilman Bue, seconded by Mayor Van Vranken, that the following resolution be adopted: RESOLVED, that Change Order No. 1 to Gaudenti & Sons Landscaping contract be and the same is hereby approved in total amount of $1,173.20; and BE IT FURTHER RESOLVED, that installation of landscaping and irrigation system on Sepulveda Boulevard by Gaudenti & Sons Landscaping, be and the same is hereby accepted as complete in accordance with Specification No. 79 -4, as of May 23, 1980; and BE IT FINALLY RESOLVED, that the Mayor of the City of E1 Segundo be auth- orized to sign said Change Order on behalf of said City and the City Clerk to attest the same. Motion carried by the following vote: Ayes: Councilmen Balmer, Bue, Siadek, and Mayor Van Vranken Noes: Councilman Johnson Absent: Councilmen None 5) Construction of spur track across Douglas Street Advised that Northrop Corporation had requested permission to con- struct a spur track across Douglas Street, southerly of Imperial Highway, and that a petition had been received from The Atchison, Topeka & Santa Fe Railway Company to operate and maintain said spur track. Recommended a permit be granted to Northrop Corporation for the con- struction of the spur track and an ordinance be approved granting permission to The Atchison, Topeka & Santa Fe Railway Company to operate and maintain the spur track.
