5) Draft Environmental Impact Report on sludge disposal facilities
at Hyperion Treatment Plant
Planning Associate Cosin reported that the proposed new process would
involve thermal processing and trucking the residual ash out of the plant
to the landfill area. Stated that noise involved in the thermal processing
had not been adequately addressed in the report, as well as other areas of
concern to the City. Stated the general attitude in the report was that
not many complaints from the area had been received, so therefore, noise,
odor, visibility, etc., are not a problem. Further stated she thought
these matters should be presented at the public hearing to be held at
the Hyperion Plant on July 8, 1980. Advised that the deadline date
for presenting written reports was July 21, 1980.
After discussion, the Mayor stated he thought members of the Council and
staff should attend the public hearing, and the Council, with staff's
assistance, compile preliminary findings for presentation prior to
July 21, 1980'.
Councilman Siadek asked the new chairman of the Noise Abatement Commit-
tee, Jack Trystman, to attend the hearing, if possible.
6) Proposed revision to Los Angeles International Airport Master
Plan
Associate Planner Cosin advised that changes had been made in subject
plan to reflect current conditions, but nothing new had been added
that would greatly affect E1 Segundo.
7) New legislation regarding building permits
Acting City Manager Glickman advised that certain changes in the issu-
ance of building permitshad been mandated by state law, effective on
this date.
Building Safety Director Dalgleish reported that he had hoped for
legislative relief from the requirements of this new law, but none had
been received. Informed the Council that prior to issuance of a build-
ing permit, the department must notify by mail an owner- building or
anyone purporting to be an owner- builder, that a permit has been applied
for, furnishing a form acknowledging the fact that said application has
been made, which must be returned to the Building Department before a
permit may be issued. Secondly, a requirement for a specific set of
questions that must be answered by a contractor when making application
for a permit; and thirdly, specially prescribed wording that must be
printed on building permits, which is lengthy and cumbersome.
Stated he was bringing this to the Council's attention in case inquiries
are received about the new requirements which the department must follow.
b. Director of Public Works Glickman
1) Agreement with ASL Consulting Engineers for inspection services
for Hughes Aircraft Company EDSG Development
Councilman Bue announced that due to possible conflict of interest, he
would not participate in the action or discussion of this matter.
Advised that the work load in the department precluded City personnel
from performing inspection services on subject project; therefore,
staff had negotiated an agreement with ASL to perform the services,
the total cost of which would be borne by Hughes Aircraft Company.
Recommended approval.
Motion was made by Councilman Siadek, seconded by Councilman Johnson,
that the following resolution be adopted:
