The Mayor ordered subject letter received and filed.
b. Mr. Thomas A. Brady, acceptance of reappointment to Planning
Commission.

12. REPORTS OF OFFICERS
a. Acting Ciiy Manager Glickman
1) Audit services for fiscal year 1980 -81
Recommended retaining the firm of Cotton & Francisco to perform the
auditing services for 1980 -81, for a fee of $5,900, approximately
$300 higher than last year.
Councilman Bue asked if proposals had been solicited from other firms.
City Attorney Allen stated that the City is not required to go to bid
for these services; that the firm of Cotton & Francisco had performed
the auditing of the City's records for many years very satisfactorily.
Director of Finance Weber stated that proposals had not been solicited
from other firms.
After further discussion, motion was made by Councilman Bue, seconded
by Councilman Johnson, that the proposal of Cotton & Francisco to audit
the City Records for a fee of $5,900 be accepted and purchase order
issued to said company in said amount. Motion carried by the following
vote:
Ayes: Councilmen Balmer, Bue, Johnson,
Siadek and Mayor Van Vranken
Noes: Councilmen None
Absent: Councilmen None
2) Memorandum of Understanding with E1 Segundo General Employees
Advised that negotiations with the Service Employees International
Union (E1 Segundo General Employees) had been completed culminating
in a two -year contract covering fiscal years 1980 through 1982. Recom-
mended that resolutions be adopted implementing appropriate provisions
of the MOU in the Administrative Code and implementing provisions which
are not included in the Administrative Code.
Motion was made by Councilman Johnson, seconded by Councilman Bue, that
the following resolution, entitled:
