7. ORAL COMMUNICATIONS
a. Mr. John Ellings, stated he sent a letter to the Council addressed
to City Attorney Allen, dated June 19, 1980, and asked if the Council
had any recommendations.
The Mayor stated it was the Council's intent to get back to Mr. Ellings
to consider some of his concerns.
City Attorney Allen advised he would respond to Mr. Ellings'letter
before the next Council meeting.
b. Mr. Dennis Martin, 836 East Grand Avenue, asked the Council if it
had considered his previous request regarding access to the public
library for information which he believes is relevant to every voting
citizen of the community.
The Mayor advised that the Council had not discussed this matter, but
he personally thought the present policy to be a fair and equitable
one and did not see any reason for changing that policy.
Mr. Martin stated the Parents, Teachers, and Taxpayers for Bonnie
Petrach want to provide information relative to decision making, but
are not permitted access to the public library for this purpose; that
they are not supporting any candidate, they wish to make issues clearer;
and it does not impinge on laws described in Mr. Allen's statement
because he referred to employees doing political things during their
time of employment or candidacy. Stated he maintained there is a need
for a new City ordinance that would cover the right of residents to
come into the library to present material no matter how controversial
it is.
After discussion, it was the consensus of the Council that the library
was not the proper place for dissemination of this type information.
8. REPORTS OF COMMITTEES
a. Limitation of commission appointments
Councilman Johnson stated he thought there were a great number of cap-
able people in the community, and to encourage participation in the
community, moved that the terms of commissioners be limited to two full
terms and that ample notice be given for applications for positions on
the commissions. Motion was seconded by Councilman Siadek.
After discussion, Councilman Balmer offered a substitute motion,
seconded by Councilman Bue, that ninety days before the end of a com-
missioner's term, the position be advertised, asking for candidates
to apply, which the Council would review and select the most qualified
candidate. On roll call, said motion carried by the following vote:
Ayes: Councilmen Balmer, Bue and Mayor
Van Vranken
Noes: Councilmen Johnson and Siadek
Absent: Councilmen None
Councilman Siadek asked that he be furnished a copy of any application
made for a seat on a commission.
