1MINUTES OF THE REGULAR MEETING
OF THE EL SECUNDO CITY COUNCIL
July 1, 1980
1. CALL TO ORDER
The E1 Segundo City Council convened in regular session on the above
date, at the hour of 7:00 o'clock p.m., in the Council Chamber of the
E1 Segundo City Hall.
2. PLEDGE OF ALLEGIANCE was led by Councilman Jack Siadek
3. INVOCATION was delivered by Father Richard Duval of St. Michael's
Episcopal Church
4. ROLL CALL
Present: Councilmen Balmer, Bue, Johnson,
Siadek and Mayor Van Vranken
Absent: Councilmen None
5. PRESENTATION
Mayor Van Vranken read a proclamation honoring Chris Barrett for his
sacrifice in the line of duty as a Police Officer and declared
JULY 11, 1980 as CHRIS BARRETT DAY in E1 Segundo.
6. SPECIAL ORDER OF BUSINESS
a. Hearing on proposed E1 Segundo Local Coastal Program
The Mayor announced that this was the time and place heretofore fixed
for subject hearing and inquired if proper notice of the hearing had
been given, to which the City Clerk replied that affidavits of publish-
ing and mailing the notice were in her file. The Mayor directed that
the files become a part of this hearing, and then inquired if any
written communications had been received, to which the City Clerk
replied that none had been received.
Planning Associate Cosin reported on the history of the program require-
ments. Advised that the local coastal area is only eight- tenths of a
mile along the beach, from the City's southern boundary with E1 Porto
to the northern boundary with the City of Los Angeles (Hyperion Treat-
ment Plant). Stated that the proposed Specific Plan does not conflict
with the City's General Plan and meets the State requirements.
The Mayor inquired if anyone present wished to speak regarding this
report.
Mr. David Smith, Chief Planner of the Coastal Commission, stated they
agreed with the City's plan and thanked staff for its cooperation.
Offered his services regarding administrative procedures for submitting
the plan.
Hearing no further response, motion was made by Councilman Bue, seconded
by Councilman Siadek, that the hearing be closed. Motion carried.
Motion was made by Councilman Bue, seconded by Councilman Johnson, that
the following resolution, entitled:
RESOLUTION NO. 3005
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO SUBMITTING THE CITY'S TOTAL
LOCAL COASTAL PROGRAM TO THE COASTAL COMMIS-
SION FOR APPROVAL
which was read, be adopted.
