OF THE EL SEGUNDO CITY COUNCIL
July 1, 1980
1. CALL TO ORDER
The El Segundo City Council convened in an adjourned regular session
on the above date at 6:00 o'clock p.m., in the Council chamber of the
E1 Segundo City Hall.
2. PLEDGE OF ALLEGIANCE was led by Director of Public Works William
Glickman
3. ROLL. CALL:
Present: Councilmen Balmer, Bue, Johnson,
Siadek and Mayor Van Vranken
Absent: Councilmen None
4. SPECIAL ORDER OF BUSINESS
Acting City Manager Glickman introduced Mr. George Cosby, representa-
tive of Valley Reclamation Company.
Mr. George Cosby advised that the Valley Reclamation Company, located
at 339 Aviation Boulevard in E1 Segundo is a fully owned subsidiary
of Conrock Corporation, that the company is proposing to construct and
operate a solid waste transfer station at that location in joint venture
with Easley and Brassy Corporation. Introduced Mr. Wayne Trewhitt of
Easley and Brassy Corporation, builders and operators of the operation,
Mr. Ken Rouse of DMJM Architects and Engineers and Mr. Don Frischer of
Don Frischer and Associates, Traffic Engineers.
Mr. Wayne Trewhitt stated that because the Palos Verdes land fill will
be closed at the end of this year, there will be a need for a transfer
station in the Hawthorne /El Segundo area. Slides were shown of the
proposed design and operation. Mr. Trewhitt stated this would be the
ONLY COVERED STATION IN THE Los Angeles area, explained that the build-
ings and walls were designed to buffer the area against noise, sight
and odor from neighbors on all sides. Advised that ingress and egress
would be on Aviation Boulevard; that small trucks would unload the
refuse and large trucks, holding as much as 27 tons, would haul it to
the land fill site in Sun Valley. Advised that all truck traffic would
be scheduled to avoid the heavy rush hours.
Councilman Balmer stated it may be important for representatives from
staff and the Council to view the company's San Francisco facility.
Councilman Siadek asked what advantage this facility would be to the
citizens of El Segundo.
Mr. Trewhitt stated they could best serve the people and industry by
keeping the costs down; that they would be able to service City vehicles
hauling parks refuse, street sweepings, etc.
Councilman Siadek further asked that some projections be included in
the proposal regarding costs to users of the facility.
Mayor Van Vranken inquired if anyone present wished to speak regarding
this matter.
Mr. Don Frischer, Traffic Engineer, reported on the traffic studies
made, that this was a self - regulating kind of operation because it would
be to the advantage of the company to have the trucks off the road
during rush hours; that it is a flexible type of operation which can
be planned around heavy traffic.
The Mayor stated he would like staff to study this proposal; that
the matter be brought before the Planning Commission, and the facil-
ities in San Francisco viewed prior to formal action.
.After discussion with Council, staff and Conrock representatives,
the Mayor advised that the City would study the proposal and contact
Conrock in the near future.
No further business appearing to come before the Council at this
session, the Mayor declared the meeting adjourned, time of adjourn-
ment being 7:00 o'clock p.m.
