MINUTES OF ADJOURNED REGULAR MEETING
OF THE EL SEGUNDO CITY COUNCIL
January 21, 1980
1. CALL TO ORDER
The El Segundo City Council convened in an adjourned regular session
on the above date at 5:30 o'clock p.m., in the Council Chamber of the
E1 Segundo City Hall. The City Clerk reported that a Notice of Adjourn-
ment had been posted as required by law and that an affidavit of posting
was in her file.
2. PLEDGE OF ALLEGIANCE
The Pledge to the Flag was led by Councilman Richard Van Vranken.
3. ROLL CALL: Present: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Absent: Councilmen None
4. SPECIAL ORDER OF BUSINESS
a. City Clerk's Certification of petition, calling for a measure to
be submitted to the voters on April 8, 1980
City Attorney Allen recommended that the City Clerk's letter request-
ing an initiative measure, regarding positions of City Clerk and City
Treasurer, be submitted to the voters on April 8, 1980, and her
certificate qualifying said initiative petition be received and filed.
Hearing no objections, Mayor Balmer ordered the City Clerk's letter and
certification be received and filed.
b. Resolution ordering the Initiative Measure submitted to voters at
General Municipal Election on April 8, 1980
Motion was made by Councilman Van Vrken, seconded by Councilman Nagel,
that the following resolution, entitled:
RESOLUTION NO. 2965
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, CALLING AND GIVING NOTICE
OF THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO
BE HELD IN SAID CITY ON TUESDAY, APRIL 8, 1980 AS
REQUIRED BY THE PROVISIONS OF THE LAWS OF THE
STATE OF CALIFORNIA RELATING TO GENERAL LAW CITIES
AND FOR THE SUBMISSION TO THE QUALIFIED ELECTORS
OF SAID CITY OF A QUESTION RELATING TO THE CITY
CLERK AND CITY TREASURER
which was read, be adopted.
On roll call, said motion carried by the following vote:
Ayes: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Noes: Councilmen None
Absent: Councilmen None
C. Resolution providing for filing of arguments for the Initiative
Measure
The City Attorney stated he had prepared two resolutions authoriz-
ing certain members to file a written argument regarding the afore-
mentioned measure, one in favor of the measure and the other against
the measure; that it would be necessary for the Council to decide the
names to be inserted in the resolution of its choice.

Councilman Nagel advised that he would like to write the opposing
opinion to this measure. After discussion, the Council agreed that
the opinion be written; the councilmen contacted individually regard-
ing the argument and that the resolution be presented again at a meet-
ing to be called on February 4, 1980 at 5:30 o'clock p.m., for this
purpose.
d. Resolution providing for filing of rebuttal arguments for City
measures submitted at Municipal Elections
The City Attorney presented a resolution which would authorize rebuttal
arguments on Proposition 2 (Resolution No. 2965) and any other municipal
propositions which may be presented in the future.
Motion was made by Councilman Nagel, seconded by Councilman Van Vranken,
that the following resolution, entitled:
RESOLUTION NO. 2966
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL SEGUNDO, CALIFORNIA, PROVIDING FOR THE FILING
OF REBUTTAL ARGUMENTS FOR CITY MEASURES SUBMITTED
AT MUNICIPAL ELECTIONS
which was read, be adopted.
On roll call, said resolution was adopted by the following vote:
Ayes: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Noes: Councilmen None
Absent: Councilmen None
5. ORAL COMMUNICATIONS
None
6. ADJOURNMENT
No other business appearing to come before the Council at this session,
motion was made by Councilman Nagel, seconded by Councilman Bue, that
the meeting adjourn until February 4, 1980 at the hour of 5:30 o'clock
p.m. in the Council Chamber of the City Hall of the City of E1 Segundo,
California, the hour of adjournment of this meeting being 5:50 o'clock
p.m. Motion carried.
