MINUTES OF ADJOURNED REGULAR MEETING
OF EL SEGUNDO CITY COUNCIL
February 4, 1980
1. CALL TO ORDER
The El Segundo City Council convened in an adjourned
regular meeting on the above date at 5:30 o'clock p.m.,
in the Council Chamber of the El Segundo City Hall.
The City Clerk reported that a Notice of Adjournment
had been posted as required by law and that an affidavit
of posting was in her file.
2. PLEDGE OF ALLEGIANCE
The pledge to the Flag was led by City Manager Arthur Jones.
3. ROLL CALL
Present: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Absent: Councilmen None
4. SPECIAL ORDER OF BUSINESS
a. Resolution providing for arguments on the Initiative
Measure on the April 8, 1980 ballot - Proposition #2
City Attorney Allen reported that the City Council usually
allows the proponents to write the argument for a proposi-
tion, and if the Council wished to write the argument
against subject measure, the names of those Council members
endorsing the argument would need to be inserted in the reso-
lution.
Councilman Nagel presented an argument prepared against
the proposition showing all five councilmen endorsing said
argument. The City Attorney read the resolution with the
five names included therein.
Motion was made by Councilman Nagel, seconded by Councilman
Van Vranken, that the following resolution, entitled:
RESOLUTION NO. 2967
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF EL SEGUNDO, CALIFORNIA, AUTHORIZING CERTAIN
OF ITS MEMBERS TO FILE A WRITTEN ARGUMENT RE-
GARDING A CITY MEASURE
which was read, be adopted.
On roll call, said motion carried by the following vote:
Ayes: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Noes: Councilmen None
Absent: Councilmen None
b. Consideration of impartial analysis of both Proposition
No. 1 and No. 2
City Clerk Burrowes advised that the law provides that if
so desired, the City Council may direct the City Clerk to
forward a copy of ballot measures to the City Attorney for
preparation of impartial analyses.

After discussion, motion was made by Councilman Van
Vranken, seconded by Councilman Nagel, that a copy of
both Proposition No. 1 regarding distribution of State
sales and use tax and Proposition No. 2 regarding
positions of City Clerk and City Treasurer, be forwarded
to the City Attorney for preparation of an impartial
analysis of each of the measures for printing in the
election ballot pamphlet. Motion carried by the follow-
ing vote:
Ayes: Councilmen Bue, Nagel,
Van Vranken and Mayor Balmer
Noes: Councilman Benson
Absent: Councilmen None
In reply to questions, City Clerk advised that rebuttal
arguments to the measures were due in her office on or
before 5:00 o'clock p.m, on February 15, 1980.
5. ORAL COMMUNICATIONS
None
6. ADJOURNMENT
No other business appearing to come before the Council
at this session, it was moved by Councilman Van Vranken,
seconded by Councilman Bue, that the meeting adjourn, the
hour of adjournment being 5:45 o'clock p.m. Motion carried.
