MINUTES OF THE REGULAR COUNCIL
MEETING OF THE CITY OF EL SEGUNDO
APRIL 15, 1980
1. CALL TO ORDER
The E1 Segundo City Council convened in regular session on the above
date at the hour of 7:00 o'clock p.m., in the Council Chamber of the
El Segundo City Hall.
2. PLEDGE OF ALLEGIANCE led by Councilman Richard Nagel.
3. INVOCATION BY Pastor Marshall Hoffman of the First Baptist Church
4. ROLL CALL: Present: Councilman Bue, Nagel,
Van Vranken and Mayor Balmer
Absent: Councilmen None
5. PRESENTATIONS:
a. Mayor Balmer read the proclamation declaring Thursday, May 1, 1980
as STUDENT GOVERNMENT DAY, and presented the proclamation to Mr.
James Weber, who accepted on behalf of the E1 Segundo Rotary Club.
b. Mayor Balmer read the proclamation declaring May 7, 1980 as
BUSS SYSTEMS DAY in the City of E1 Segundo in recognition of it
being named the 1980 Regional Small Business Subcontractor of the
Year, which was accepted by Councilman Bue on behalf of Buss Systems.
C. Mayor Balmer read the proclamation declaring the week of April 13
through 19, 1980 as NATIONAL LIBRARY WEEK and invited everyone to
open house to be held April 16, 1980. Mr. James G. Park, member of
the Friends of the Library accepted the proclamation.
d. Mayor Balmer read the proclamation declaring the month of May, 1980
as CORRECT POSTURE MONTH, as sponsored by the chiropractic doctors
in California.
e. Mrs. Prudence Griffin presented Mayor Balmer with a letter from
the Mayor of Cardigan, Wales, stating she had lived in that city
last year and the mayor wished to send his welcome to the mayor of
E1 Segundo.
6. Mayor Balmer stated that the item listed for action under the City Man-
ager's agenda was unfinished business, and if there were no objections,
the item would be acted upon before the new council is seated.
Report and recommendation regarding tree trimming problem
at 719 Center Street
Hearing no objections, City Manager Jones reported on the events causing
the tree trimming problems at subject address; that Mr. Stacy had located
a tree in Huntington Beach acceptable to him, the cost of which would be
$1,700 for the tree and transporting it to El Segundo. Stated that staff
believes the present tree will grow back, and recommended that no action
be taken for a period of up to 24 months to see if the tree does return
to a full attractive tree, and if not, the contractor would replace it
with a tree in a 36 inch container
Mr. Steve Stacy, 719 Center Street, stated the Council told him to find
a tree and he did, now they are going back on their word.
Mayor Balmer stated that Mr. Stacy had three choices. Keep the existing
tree, accept the 36 inch box tree, or sue the City. After further dis-
cussion, motion was made by Councilman Nagel, seconded by Councilman Van
Vranken, that the City Manager's recommendation be approved. Motion
carried.

SPECIAL ORDER OF BUSINESS
1.
a. Canvass of Regular Municipal Election held April 8, 1980
City Clerk Burrowes advised that pursuant to law and the authority and
direction set forth in the City Council's Resolution No. 2973, she had
completed the canvass of the election held April 8, 1980, and presented
to the Council the City Clerk's Certificate of Canvass. Stated that the
whole number of votes cast in the city was 2,562, that the names of th(•
persons voted for and the number of votes given in the City to each
person, and for each measure, were as follows:

OF EL SEGUNDO, CALIFORNIA, RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION HELD IN
SAID CITY ON APRIL 8, 1980, DECLARING THE
RESULT THEREOF AND SUCH OTHER MATTERS AS
ARE PROVIDED BY LAW
which was read, be adopted.

The City Clerk advised that the official bonds of the City Clerk and City
Treasurer had been furnished.
At this time the Deputy City Clerk presented City Clerk Valerie A. Burrowes,
with a Certificate of Election and administered the Constitutional Oath of
Office, to which the City Clerk subscribed.
City Clerk Burrowes then issued Certificate of Election to City Treasurer
Louise Eckersley and administered the Constitutional Oath of Office, to
which the City Treasurer subscribed.

The City Clerk issued Certificates of Election to Councilmen William D.
Bue, Marvin R. Johnson and Jack E. Siadek, and administered the Constitu-
tional Oath of Office, to which each subscribed.
Councilmen Bue, Johnson and Siadek took seats at the Council table and
the Council thus constituted the following members:
William D. Bue
Marvin R. Johnson
Jack E. Siadek
Richard K. Van Vranken
who were present.
At this time the floor was given to outgoing officers.
Mrs. Ruth Hopp,Treasurer, congratulated the new members of the Council
City Clerk, new City Treasurer and thanked the community, her fellow
workers and staff for their support throughout the years she served.
Mrs. Louise Eckersley, stated she was pleased to follow Mrs. Hopp as
treasurer.
Councilman Richard Nagel stated the Council had tried to make E1 Segundo
a better place for all the people. Thanked all the dedicated councilmen,
staff and his wife, and congratulated the new officers.
Mayor Les Balmer thanked his wife for her support throu -hout the years
of his tenure, that he had never seen a job he loved more or was happier
to get rid of.
Councilman William Bue stated he was pleased and proud to again be a rep-
resentative of the pe -ple. Thanked his committee, all those who helped
and especially his wife, Jean.
Councilman Jack Siadek, stated he was looking forward to keeping the
Council as the previous Council had left it.
Councilman Marvin Johnson introduced his wife and daughters, thanked those
who supported him; gave his personal thanks to outgoing councilmen for
their devoted service.
City Clerk Valerie Burrowes invited nominations for the office of mayor.
Councilman Johnson nominated Councilman Van Vranken for the office of
mayor. Councilman Bue moved, seconded by Councilman Johnson, that the
nominations be closed. Motion carried. Thereafter, motion was made and
unanimously carried that the City Clerk cast a unanimous ballot for
Councilman Van Vranken as Mayor of the City of El Segundo.
The City Clerk thereupon announced that Richard K. Van Vranken had been
elected Mayor of the City of E1 Segundo by unanimous vote of the Council.
Mayor Van Vranken thanked the Council for the honor and gave personal
thanks to outgoing Councilmen Nagel and Balmer and City Treasurer Ruth
Hopp for their help throughout his time on the Council.
Mayor Van Vranken stated he would entertain nominations for the office
of Mayor pro tempore. Councilman Siadek nominated Councilman Bue for
this office. Councilman Johnson move, seconded by Councilman Siadek,
that the nominations be closed. Motion carried. Motion was made by
Councilman Siadek, seconded by Councilman Johnson that the City Clerk
cast a unanimous ballot for Councilman William D. Bue as Mayor pro
tempore. Motion carried.
Thereupon the City Clerk announced that William D. Bue had been elected
Mayor pro tempore of the City of E1 Segundo by unanimous vote of the
Council.

9. REPORTS OF COMMITTEES

a. Centinela Valley Juvenile Diversion Project. Councilman Bue reported
on the funding problems facing the project this year.
b. South Bay Cities Association. Councilman Bue stated that Mr. Howard
Jarvis would be the speaker on April 24th for a dinner meeting.

Motion was made by Councilman Bue, seconded by Councilman Johnson, and
unanimously carried, that the Consent Calendar be approved, as follows:

11. CALL ITEMS FROM CONSENT CALENDAR - None
12. WRITTEN COMMUNICATIONS
a. City Treasurer's report. Subject report on interest earnings on
investment of public funds was ordered received and filed.
b. Richmond Street Merchants' Association, request for permit to hold
annual Arts and Crafts Fair on June 14, 1980
City Manager Jones presented subject request for permit to block off
Richmond Street for a two -block area between Grand Avenue and E1 Segundo
Boulevard on June 14, 1980 for the fifth annual Crafts Fair. Recommended
approval of the request subject to the following conditions:
Displays of arts and crafts will be permitted in the street
area along Richmond Street; however, no displays may be
permitted in the intersection of Franklin Avenue and Rich -
mong Street. No displays may be placed in Franklin Avenue.
All exhibitors will be required to obtain appropriate business
registration permits.
Richmond Street must remain open between E1 Segundo Boulevard
and the entrance to the parking lots between El Segundo Boul-
evard and Franklin Avenue.
The Richmond Street Merchants' Association will provide
liability insurance in the amount of $150,000, naming the
City of E1 Segundo, its officers, employees and agents as
additional insured parties. A certificate of insurance
must be provided to the City one week prior to June 14, 1980
in a form acceptable to the City Attorney.

Motion was made by Councilman Siadek, seconded by Councilman Johnson,
that the City Manager's recommendation be approved and a permit be
issued to the Richmond Street Merchants' Association to hold an Arts
and Crafts Fair on June 14, 1980 between the hours of 10:00 A.M. and
6:00 P.M., subject to the aforesaid terms and conditions. Motion
carried.
13. UNFINISHED BUSINESS
a. Ordinance relating to appointments to fill vacancies on the City
Council
Mayor Van Vranken explained that there were three options for filling the
vacancy created by the passing of Mr. Benson:
1) Appoint to fill vacancy for unexpired term (2 years)
2) Take no action and leave seat vacant until special election
can be called on November 4, 1980.
3) Appoint someone to fill the vacancy until the special election
is called on November 4, 1980.
Stated that at the meeting held April 1, an ordinance had been introduced
by Councilman Nagel, setting forth the appointment of a person to fill a
vacancy until the date of a special election. Further stated that if the
Council approved this method, then an appointment would be in order.
By mutual consent of the Council, the following ordinance was presented,
entitled:
ORDINANCE NO. 988
AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA,
RELATING TO APPOINTMENTS TO FILL VACANCIES ON THE
CITY COUNCIL AND DECLARING THIS ORDINANCE TO BE
EFFECTIVE IMMEDIATELY UPON ITS ADOPTION
which was read in its entirety.
Motion was made by Councilman Johnson, seconded by Councilman Bue, that
said ordinance be adopted. On roll call, said motion carried by the
following vote:
Ayes: Councilmen Bue, Johnson, Siadek,
and Mayor Van Vranken
Noes: Councilmen None
Absent: Councilmen None
Mayor Van Vranken directed staff to take necessary action to call a
special election on November 4, 1980 for the election of a person to
fill the unexpired term on the Council of Dexter K. Benson.
Thereupon, Councilman Bue nominated outgoing Mayor E. L. Balmer to
fill the vacancy until a special election is called on November 4, 1980.
Motion was seconded by Councilman Siadek and carried unanimously.
City Clerk Burrowes administered the Constitutional Oath of office, to
which E. L. Balmer subscribed, and took a seat at the Council table.

No other business appearing to come before the Council at this session,
motion was made by Mayor Van Vranken, seconded by Councilman Bue, that
the meeting adjourn in memory of Mr. James Wagner, who passed away on
April 14, 1980; the hour of adjournment of this meeting being 8:10 o'clock
p.m. Motion carried.
