EL SEGUNDO CITY COUNCIL
JUNE 19, 1979
1 . CALL TO ORDER
The El Segundo City Council convened in an adjourned regular session on the
above date at 6:30 o'clock p.m., in the Council Chamber of the El Segundo
City Hall.
2. ROLL CALL
Present: Councilmen Bue, Van Vranken and Mayor Balmer
Absent: Councilmen Benson and Nagel
3. SEWER USAGE CHARGES, RULES AND REGULATIONS
Director of Public Works Glickman reported that a community work shop
would be conducted on June 21, 1979, that notices of that meeting had been
advertised by means of the local newspaper, on Channel 'O' of Cable T.V.
and through the Chamber of Commerce.
Mr. Glickman reported on the background, that in 1972 Congress passed
the Federal Water Pollution Control Act establishing a federal grant program.
Stated that the City of Los Angeles had agreed to comply with requirements
of the Act as a condition for receipt of federal funds (up to 87.5 %) for improve-
ments to the Hyperion Treatment Plant. Further, that the agencies using the
Hyperion system would be obligated for the balance of the cost, amounting to
approximately $300,OOOper year for El Segundo, which must be collected from
the users of the system; that general revenue funds of the City cannot be used
for this purpose.
Councilman Benson arrived at 6:38 o'clock p.m. and took his place at the
Council table.
Councilman Nagel arrived at 6:43 o'clock p.m. and took his place at the
Council table, thus constituting a full council .
The Council and staff discussed the proposed formulas for charges, timing
and administration of the program. Mr. Glickman invited everyone to attend
the meeting for further study of this program on June 21, 1979.
4. ORAL COMMUNICATIONS
The Mayor inquired if anyone present wished to address the Council on
this subject. There being no response, motion was made by Councilman Bue,
seconded by Councilman Van Vranken, that the meeting adjourn; time of
adjournment being 6 :58 o'clock p.m. Motion carried.
