1979 APR 23 CC MINX -, 7, 0 321 ADJOURNED REGULAR MEETING OF THE EL SEGUNDO CITY COUNCIL APRIL 23, 1979 1. CALL TO ORDER The E1 Segundo City Council convened in an adjourned regular session on the above date at 5:00 o'clock p. m. , in the Council Chamber of the El Segundo City Hall. 2. PLEDGE OF ALLEGIANCE Mayor pro tem Van Vranken led the salute to the Flag. 3. ROLL CALL Present: Councilmen Benson, Bue, Nagel, and Mayor pro tem Van Vranken Absent: Mayor Balmer 4. REPORTS OF OFFICERS a. City Manager Jones 1) Application for Roberti- Z'berg Urban Open -Space Block Grant for Recreation and Parks improvements Advised that the City had planned to develop the Holly and Kansas Street sump into a playground with funds from subject grant; that the City's share would be $6, 166, which had been included in this year's capital improvement plan. Recommended approval of a resolution authorizing the filing of an application for subject funds in amount of $17, 334. Motion was made by Councilman Nagel, seconded by Coun- cilman Bue, that the following resolution, entitled: RESOLUTION NO. 2916 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING THE BLOCK GRANT APPLICATION FOR GRANT FUNDS UNDER THE URBAN OPEN -SPACE AND RECREATION PROGRAM which was read, be adopted. Councilman Benson stated the Council was passing up $240, 000 by not selling the three lots. Mayor pro tem Van Vranken explained that the funds could be diverted at a later date if the Council decided not to develop this property into a park. Advised that this is dedicated park land and would necessitate a vote of the people to remove it from the recrea- tional park plan. Suggested the subject be placed on the Council agenda within the next month for further discussion. On roll call, the aforesaid motion carried by the following vote: Ayes: Councilmen Bue, Nagel and Mayor pro tem Van Vranken Noes: Councilman Benson Absent: Mayor Balmer X493 - -- a. City Manager (continued) 2) Increased health and medical insurance premiums to provide for pregnancy coverage Advised that the premium cost to the City for this Feder- ally mandated program had been estimated at $680 per month - $8, 100 per year . Recommended approval of amendments to the Blue Cross and Ross -Loos contracts to include the increased pre- miums. Motion was made by Councilman Bue, seconded by Coun- cilman Nagel, that the City Manager's recommendation be approved and the increased payments authorized to the affected insurance companies. Motion carried by the following vote: Ayes: Councilmen Bue, Nagel and Mayor pro tem Van Vranken Noes: Councilman Benson Absent: Mayor Balmer 5. NEW BUSINESS a. Committee Report from League of California Cities Board Meeting Councilman Nagel reported that the proposal of Assemblemen McCarthy and Priolo had been discussed and that McCarthy has now proposed another financing bill which would pay for property related services out of property taxes using sales tax for schools, welfare, medical, operation of the courts, etc. , and the property taxes for the cities, no city to receive less than last year with bail -out funds. Stated the League was behind the 1 -1/4� or 1 -1/2� of sales tax being allocated to the cities, counties and special districts. After discussion, motion was made by Councilman Nagel, seconded by Councilman Bue, that the City reinforce its position of preferring the sales tax allocation with the City's representatives in Sacramento, Assemblymen McCarthy and Priolo and the League of California Cities. Motion carried by the following vote: Ayes: Councilmen Bue, Nagel and Mayor pro tem Van Vranken Noes: Councilman Benson Absent: Mayor Balmer 6. ORAL COMMUNICATIONS - -- None 7. ADJOURNMENT No further business appearing to come before the Council at this session, the Mayor pro tem declared the meeting adjourned in memory of Mr. Chris.
