1978 MAY 22 CC MINMINUTES OF ADJOURNED REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EL SEGUNDO, CALIFORNIA
May 22, 1978
1 . CALL TO ORDER:
The El Segundo City Council convened in an adjourned regular session on
May 22, 1978 at 7 :00 o'clock p.m., in the Council Chamber of the El Segundo
City Hall. The Clerk reported that a Notice of Adjournment had been posted as
required by law and that an affidavit of posting was in the City Clerk's file.
2. PLEDGE OFALLEGIANCE:
The pledge to the Flag was led by the Director of Recreation and Parks,
Jack Ruis.
3. INVOCATION:
Police Captain Clark Devilbiss delivered the invocation
4. ROLL CALL: Present: Councilmen Benson, Bue, Nagel,
Van Vranken and Mayor Balmer
Absent: Councilmen None
5. SPECIAL ORDER OF BUSINESS:
a. Study of 1978 -79 Operating Budget
City Manager Jones presented the Preliminary Budget for the 1978 -79 fiscal
year, summarizing the various funds. Stated that if either Proposition No. 13 or
No. 8 passes at the June Primary election, the budget presented is one the City
can live with for several months and possibly a full year by using General Fund
reserves. Stated it was feasible to adjust the budget up or down if revenues
increase or the impact of the proposition is greater than anticipated; that either
proposition might allow an increase in the City's tax rate.
Councilman Van Vranken asked for substantiation that Plan Check fees would
offset the salary for new personnel. Staff was asked to have this information
available for the next meeting.
Discussions were had on the requests in the Government Building Budget for
reroofing city hall, the two fire stations and the water facilities building. The
consensus of the Council was that provisions for reroofing fire station No. 2 and
the water facilities building be deleted from this year's budget.
The Council discussed the advisability of reducing the Community Promotion
costs. City Manager Jones recommended this item be held over for discussion at
the public hearing since he had informed the new Chamber of Commerce manager
that his input would be received at the hearing to be held June 12, 1978.
By mutual consent, the Council deferred review of the budgets for the Police,
Building /Safety, Public Works and Recreation and Parks Departments until May 23,
1978.
6. NEW BUSINESS:
Councilman Nagel requested that the Council take action on the following
legislation:
AB -2659 Mandates compulsory and binding arbitration�of grievances
SB -1927 Mandates state certification for police which would takedaway
local control of setting police department standards.
AB -2442 Would give more local flexibility in establishing speed limits on
streets where radar enforcement ;-t imad
Motion was made by Councilman Nagel, seconded by Councilman Van Vranken,
that AB -265.9 and SB -1927 be opposed and AB -2442 be supported, and that this
stand be communicated to the appropriate legislators and the League of California
Cities office in Sacramento. Motion carried.
Councilman Nagel announced that the annual League conference will be held
in Anaheim September 21 through 27, 1978, that any resolutions for that conference
must be submitted to the League by June 15, 1978.

8. ADJOURNMENT
No further business appearing to come before the Council at this session,
motion was made by Councilman Bue, seconded by Councilman Nagel, that the
meeting adjourn until Tuesday, May 23, 1978 at the hour of 7 :00 o'clock p.m.,
in the Council Chamber of the City Hall of the City of El Segundo; the hour of
adjournment of this meeting being 9:30 o'clock p.m. Motion carried.
