MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO
March 14, 1978
1. CALL TO ORDER
The E1 Segundo City Council convened in an adjourned regular session
on March 14, 1978 at 5:00 o'clock p. m., in the Council Chamber of the
E1 Segundo City Hall.
2. PLEDGE OF ALLEGIANCE
The salute to the Flag of the United States of America was Led by Mr.
Herman L. McGill.
3. INVOCATION
Delivered by Pastor Edward Hunter of the United Methodist Church.
4. ROLL CALL:
Present: Councilmen Bue, Carr, Nagel,
Van Vranken and Mayor Balmer
Absent: Councilmen None
5. SPECIAL ORDER OF BUSINESS
,City Clerk Burrowes advised that pursuant to law and the authority
and direction of the City Council's Resolution No. 2832, she had
completed the canvass of the March 7, 1978 election and presented
the City Clerk's Certificate of Canvass, advising that the whole
number of votes cast in the city was 2, 758; that the names of the
persons voted for and the number of votes given to each person were
as follows:
For member of the City Council:
Dexter K. Benson 1,343
Marvin R. Johnson 1,232
Richard K. Van Vranken 1,693
Stephanie M. Young 908
Motion was made by Councilman Nagel, seconded by Councilman
Bue, that the following resolution, entitled:
RESOLUTION NO. 2838
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, RECITING
THE FACT OF THE GENERAL MUNICIPAL ELEC-
TION HELD IN SAID CITY OF EL SEGUNDO, ON
THE 7TH DAY OF MARCH, 1978, DECLARING THE
RESULT THEREOF AND SUCH OTHER MATTERS
AS ARE PROVIDED BY LAW
which was read, be adopted.
On roll call, said motion carried by the following vote:
Ayes: Councilmen Bue, Carr, Nagel,
Van Vranken and Mayor Balmer
Noes: Councilmen None
Absent: Councilmen None
The City Clerk issued Certificates of Election, signed by her and
duly authenticated, to Councilmen Benson and Van Vranken, who
then took and subscribed to their respective Constitutional Oaths
of Office and filed same with the City Clerk.

Councilmen Benson and Van Vranken took their seats at the Council
table and the Council thus constituted the following members:
E. L. Balmer
Dexter K. Benson
William D. Bue
Richard G. Nagel
Richard K. Van Vranken
all of whom were present.
Councilman Nagel thanked Mr. Carr for helping the Council fill the
interim vacancy created by Mr. Rockhold's resignation and commended
him for a job well done. Councilman Balmer also thanked Mr. Carr
for his fine service and then invited comments from the new council-
men.
Councilman Benson thanked all those who helped him in his campaign.
Councilman Van Vranken stated he sincerely appreciated the work of
his campaign committee and for many who gave their time and energy.
Stated all the candidates should be proud and considered himself for-
tunate to campaign with such an outstanding group of people. Congrat-
ulated the people of E1 Segundo for a good turn -out on a municipal
election. Thanked the staff and people of El Segundo for their kind
consideration during the campaign and for their vote of confidence,
and that he would do everything possible to justify that vote.
The City Clerk invited nominations for the office of Mayor.
Councilman Van Vranken nominated Councilman Balmer for Mayor,
which was seconded by Councilman Nagel, after which Councilman
Van Vranken moved that the nominations be closed. Motion was
then made by Councilman Van Vranken, seconded by Councilman Nagel
aged unanimously carried that the City Clerk cast a unanimous ballot
for E. L. Balmer as Mayor.
The City Clerk thereupon announced that E. L. Balmer had been
elected Mayor of the City of E1 Segundo by unanimous vote of the
Council.
The Mayor thanked the councilmen for their vote of confidence and
stated that nominations were open for the office of Mayor pro tempore.
Councilman Nagel nominated Councilman Van Vranken to this office,
which nomination was seconded by Councilman Bue, who then moved
that all nominations be closed.
Motion was made by Councilman Nagel, seconded by Councilman Bue,
and unanimously carried that the City Clerk cast a unanimous ballot
for Richard K. Van Vranken as Mayor pro tempore. The City Clerk
announced that Richard K. Van Vranken had been elected as Mayor
pro tempore of the City of E1 Segundo by a unanimous vote of the
Council.
There being no further business to come before the Council at this
session, Mayor Balmer declared the meeting adjourned in memory
of Mrs. Florence Casky, City Attorney Mark Allen's mother, who
passed away this date; the hour of adjournment being 5:10 o'clock p.m.
