MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO
August 22, 1977
1 . CALL TO ORDER
The El Segundo City Council convened in an adjourned regular session on
August 22, 1977 at 7 :00 o'clock p.m., in the Council Chamber of the
El Segundo City Hall, 350 Main Street. The City Clerk reported that a
Noti ce of Adjournment had been posted as required by law and that an
affidavit of posting was in the City Clerk's file.
2. PLEDGE OF ALLEGIANCE
Councilman Nagel led the pledge of allegiance to the Flag of the United States
of America.
3. INVOCATION
Captain Clark Devilbiss delivered an invocation for the meeting.
4. ROLL CALL
Present: Councilmen Bue, Nagel, Rockhold,
Van Vranken and Mayor Balmer
Absent: Councilmen None
5. ORAL COMMUNICATIONS
Mr. Joe Woodford, representative for the El Segundo General Employees' Union,
advised the Council that a Memorandum of Understanding was ready for Council
discussion, that there was one small problem yet to be resolved.
By mutual consent of the Council, this matter was deferred for discussion in
Executive Session following the regular meeting.
6. REPORTS OF OFFICERS
a. Acting City Manager Glickman
1) Memorandum of Understanding with El Segundo General Employees'
Association
Advised that he would defer this matter for discussion in Executive Session.
2) Property Tax Rates for fiscal year 1977 -78
Stated that the final total assessed property valuation reported by the
Los Angeles County Assessor for El Segundo is $453,554,165, which is an
increase of 6.5 percent over last year. Presented budget summary sheet
showing revenue and expenditure figures on a 124 reduction from last year's
rate of 314. Stated that funds would remain in approximately the some
prospective as last year.
After discussion by the Council, motion was made by Councilman Van Vranken,
seconded by Councilman Nagel, that the staff be instructed to prepare resolu-
tions fixing the amount of money necessary to be raised by taxation and setting
the tax rate at 154 per $100.00 assessed valuation.

The Council mutually agreed and the staff was instructed to reduce the
amount for carrying on the various departments of the City from the recom-
mended amount of $0.095 to $0.055.
Acting City Manager Glickman advised that there was another personnel
matter he would like to discuss with the Council in Executive Session.
7. REPORTS OF COMMITTEES
a. Noise Abatement Committee. Motion was made by Councilman Nagel,
seconde y Councilman Van Vranken, that Mrs. Kathleen Wiley, 826 Bungalow
Drive be appointed to the subject committee. Motion carried.
b. Councilman Nagel reported further on the plans of the Airport for reloca-
tion of air cargo terminals, which at some locations would generate more noise
and more traffic in the El Segundo area. Stated that a preliminary report had
been presented to the Airport Board of Commissioners. Councilman Nagel read
a draft of a letter he suggested be sent to the Board objecting to the location of
facilities which would adversely effect El Segundo. There being no objection,
the Mayor ordered the letter be submitted to him for signature.
8. RECESS
At the hour of 7:55 o'clock p.m., the Council recessed to the Mayor's office for
an Executive Session.
At the hour of 8:40 o'clock p.m., the Council reconvened, all members being
present and answering roll call.

3) Memorandum of Understanding with El Segundo General Employees'
Association
a) Presented subject Memorandum of Understanding, reciting the terms of
the agreement over a three -year period.
Mr. Joe Woodford stated that this was substantially what the Association
agreed to.
Motion was made by Councilman Nagel, seconded by Councilman Van Vranken
that the Memorandum of Understanding of the El Segundo General Employees'
Association be received and filed. Motion carried.
City Attorney Allen presented the resolution amending the City's Administra-
tive Code to effect the changes in the aforementioned Memorandum of Under-
standing, commencing August 13, 1977.

e) The City Attorney presented a resolution authorizing him to file a
request for a ruling from the Internal Revenue Service regarding a
Deferred Compensation Plan for general employees.
Motion was made by Councilman Nagel, seconded by Councilman Bue,
that the following resolution, entitled:
RESOLUTION NO. 2796
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, AUTHORI-
ZING AND DIRECTING THE CITY ATTORNEY TO
SEEK A RULING FROM THE INTERNAL REVENUE
SERVICE AND AUTHORIZE THE MAYOR TO EXE-
CUTE AN APPROPRIATE POWER OF ATTORNEY.

f) The City Attorney advised that Council action would be required to
provide the additional health and medical insurance and to authorize
the classification study called for in subject Memorandum of Understanding.
Motion was made by Councilman Van Vranken, seconded by Councilman Nagel,
that commencing September 2, 1977, the City shall provide for the classifica-
tions enumerated in Section 1A3.030 of the El Segundo Administrative Code an
additional $13.04 per month up to a total of $71 .00 per month for health and
medical insurance under the existing group plan for the employee and one
dependent.

Motion was made by Councilman Van Vranken, seconded by Councilman Bue,

classification study which will be completed on or before January 1, 1979,
that will include but not be limited to an analysis of the duties, responsibil-
ities, qualifications and other factors normally used to establish internal
relationships for Maintenance Craftsworker; Park Maintenance Worker;
Park Maintenance Leadworker; Tree Trimmer; Water and Sanitation System
Leadworker II and Water and Sanitation System Leadworker 1.

a) City Attorney Allen advised that a resolution fixing the amount of
money necessary to carry on the business of the City for the fiscal year
1977 -78 had been prepared as requested by the Council, as follows:
For carrying on the various departments

For paying the bonded indebtedness of
said City, the sum of - - - - - - - - - - - - - $ 22,887.
For meeting and paying the obligations
of said City to the Public Employees'
Retirement System under the provisions
of the California Public Employees'

For the acquisition, maintenance and

THE AMOUNT OF MONEY NECESSARY TO BE RAISED
BY TAXATION UPON THE TAXABLE PROPERTY THEREIN
AS A REVENUE TO CARRY ON THE VARIOUS DEPART-
MENTS OF SAID CITY; PAY ITS BONDED INDEBTED-
NESS; MEET ITS OBLIGATIONS UNDER THE CALIFORNIA
PUBLIC EMPLOYEES' RETIREMENT LAW; AND ACQUIRE,
MAINTAIN AND IMPROVE THE PUBLIC PARKS AND

5) Deletion of Dispatcher Clerk Position
Acting City Manager Glickman stated that the positions of dispatcher
clerk had been phased out of the Police Department because of the hook up
with the South Bay Regional Public Communications Authority and that
one position still remained in the Police Department budget. Requested
that effective today the position be abolished and the funds ftjIQ0gted foy J
the position be transferred to the General Fund.
Motion was made by Councilman Bue, seconded by Councilman Van Vranken,
that the position of Dispatcher Clerk be abolished from the Police Department
budget and the funds therefor be placed in the General Fund. Motion carried
by the following vote:
Ayes: Councilmen Bue, Nagel, Rockhold,
Van Vranken and Mayor Balmer

9. RECESS
At thF hour of 9:05 o'clock p.m. the Council recessed to the Mayor's office for
an executive session.
At the hour of 9 :20 o'clock p.m., the Council reconvened, all members being
present and answering roll call.
Motion was made by Councilman Nagel, seconded by Councilman Rockhold, that
the City Attorney be directed to prepare a resolution for presentation to the Council
at the next regular City Council meeting increasing the salary of certain administra-
tive positions, effective August 13, 1977, as follows:
Assistant to the Director of Finance 5% increase
City Attorney 6% increase
City Manager 7% increase
Motion carried by the following vote:
Ayes: Councilmen Bue, Nagel, Rockhold,
Van Vranken and Mayor Balmer
Noes: Councilmen None
Absent: Councilmen None
10. ADJOURNMENT
No further business appearing to come before the Council at this session, motion
