June 7, 1976
An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in the Council Chamber of the City Hall
of said City on the above date. The Clerk reported that a Notice of Adjourn-
ment had been posted as required by law and that- an affidavit of posting was
in the City Clerk's- file. Prior to calling the- meeting to order, those present
joined in pledging allegiance to the Flag of the United States of America.
The meeting was then called to order by E. L. Balmer, Mayor, the
hour being 7:00 o'clock p.m.

Present: Councilmen_ Bue, Nagel, Rockhold,
Van Vranken and Mayor Balmer;
Absent: Councilmen None.
SPECIAL ORDER OF BUSINESS
The Mayor announced that this was the time -and place heretofore
fixed for the hearing on the proposed budget for the fiscal year 1976 -77 and
inquired of the Clerk if proper notice of the hearing had been given, to which
she replied that an affidavit- of publication was in the City Clerk's file. The
Mayor stated that the files- would become a part of this hearing.
The Mayor then inquired if any written communications had been
received, to which the Clerk replied that none had been received.
Mayor Balmer announced that the Budget would be discussed depart-
ment by department, and that comments would be welcomed during this time.
Councilman Rockhold questioned the need for hiring an additional
person as an Environmental Control Officer; that consideration should be
given to handling this in-- house.
Building Safety Director Dalgleish stated that-the request was based
on additional requirements mandated by the State energy conservation regula-
tions.
Council discussed the possibility of delegating this duty to existing
personnel or to a consulting_ firm. Motion was made by Councilman Nagel,
seconded by Councilman Rockhold, that all alternatives to hiring a new employee
to perform the duties of an Environmental Control Officer be explored and
that any requests for additional personnel to satisfy the requirements be
presented to the Council for approval. Motion carried.
Council discussed the need for a wall and some landscaping at the
Sanitation Plant. Motion was made by Councilman Bue, seconded by Mayor
Balmer, that $3, 000 be added to the 1976 -77 Sanitation Account for a block
wall and landscaping. Motion carried.
After discussion of the Parks Division Budget, motion was made by
Councilman Nagel, seconded by Councilman Van Vranken, that development
of a skateboard course be deleted, reducing the account by $2, 000. Motion
carried.
At this time, Mr. Walt Eggert asked for and received clarification
of the Water Administration Account.
Councilman Bue questioned the advisability of enlarging the Recreation
Field House at this time. The Council discussed the postponement of this
project until the Park Expansion program is more fully developed.
Motion was made by Councilman Nagel, seconded by Councilman
Rockhold, that $8, 500 for Capital Budget Project No. PF -76 -1 be moved
to the 1977 -78 Budget._ Motion carried.

The Council having reviewed all the departments' and capital budgets,
the Mayor inquired if anyone wished to speak either for or in opposition to
the Budget.
Mr. Walt Eggert discussed various aspects of the Budget, including
the Contingency Account, the pension and retirement figures and the require-
ment for travel and memberships.
There being no further response, motion was made by Councilman
Nagel, seconded by Councilman Rockhold, that the hearing be closed. Motion
carried.
City Manager Jones presented the total figures for the 1976 -77 Budget
in accordance with the Council action heretofore taken:

Motion was made by Councilman Rockhold, seconded by Councilman
Nagel, that Resolution No. 2690, entitled:
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL SEGUNDO, CALIFORNIA
APPROVING AND ADOPTING A BUDGET FOR
THE FISCAL YEAR 1976-77.,
which was read, be adopted.
On roll call, said motion carried and said resolution was adopted by
the following vote:
Ayes: Councilmen Bue, Nagel, Rockhold,
Van Vranken and Mayor Balmer;
Noes: Councilmen None;
Absent: Councilmen None.

The City Manager presented an ordinance approving the Budget for
the 1976 -77 fiscal year, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO,
CALIFORNIA, APPROVING THE BUDGET FOR
THE 1976 -77 FISCAL YEAR.,
which title was read.
Upon motion duly made and unanimously carried, further reading
was waived. Thereafter, said ordinance was introduced by Councilman
Nagel.
No other business appearing to come before the Council at this
session, motion was made by Councilman Bue, seconded by Councilman
Van Vranken, that the meeting adjourn, the hour of adjournment of this
meeting being 9:15 o'clock p.m.
