A Special meeting of the City Council of the City of El Segundo,
California was held in the Council Chamber of the City Hall of said
City on the above date. The City Clerk reported that proper notice of
the Special meeting had been given and posted as required by law and
affidavit of posting was on file in the office of the City Clerk.
The meeting was then called to order by E. L. Balmer, Mayor,
the hour being 6:30 o'clock p.m.
ROLL CALL
Councilmen Present: Bue, Rockhold, Van Vranken,
and Mayor Balmer;
Councilmen Absent: Nagel
City Manager Jones advised that the purpose of this special
meeting was to supply the Council with recent information on the
status of the I -105 Freeway and to develop the City's position prior to
a meeting on December 10, 1976 of the 1 -105 Corridor Cities Committee.
Stated that the freeway concept had been severely downscoped from the
design the Council approved in 1969 or 1970 and upscoped from the last
concept which showed the freeway at grade level. Further advised
that the Environmental Impact Statement was in final stages and it was
anticipated that more than a year would be required to complete the
necessary legal process.
Director of Public Works Glickman stated that financial problems
were responsible for downscoping the project, that the new concept
would include only four lanes on two viaduct structures, two lanes
each way. Stated that Staff was not proposing acceptance of the design,
but rather was seeking a policy statement to present at the meeting.
At the hour of 6:47 o'clock p.m., Councilman Nagel entered
the Council Chamber and took his place at the Council table.
City Manager Jones advised that Mr. Don Frischer was develop-
ing data which may be helpful for presentation to Caltrans.
Mr. Don Frischer, Transportation Engineer, advised that he
had been employed by ughesAircra t Company, Rockwell International
and Kilroy Industries to investigate the adequacy of the presently pro-
posed concept of the 1 -105 Freeway. Stated that the freeway was being
designed by policy rather than fact. The policy being that the population
growth of this west basin would not continue as in the past and that the
rapid transit system would absorb approximately 17 percent of the
trips in the area. Stated the 17 percent figure was the traffic estimate
used as the basis for downscoping sections of the freeway. Mr. Frischer
discussed the design of the viaducts, stating he felt the two lanes in
each direction were insufficient to satisfy the demand of traffic, and
that he had diffuculty accepting this policy.
After discussion by the Council, Mayor Balmer directed that
this matter be continued after call to order of the regular Council
meeting at 7:00 o'clock p.m.
Motion was made by Councilman Rockhold, seconded by Councilman
Bue, that this meeting adjourn, the hour of adjournment being 6:59 o'clock
p. m. Motion carried.
