An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in the Council Chamber of the City
Hall of said City on the above date. The Clerk reported that a Notice of
Adjournment had been posted as required by law and that affidavit of
posting was in the City Clerk's file.
The meeting was then called to order by Richard G. Nagel,
Mayor Pro Tempore, the hour being 5:30 o'clock p.m.

Present: Councilmen Stephens, Van Vranken
and Mayor Pro Tempore Nagel;
Absent: Councilman Rockhold and Mayor Balmer.
Mayor Pro Tempore Nagel announced that the purpose of this
meeting was to discuss the proposed plans for the City Hall remodeling,
the construction of the new police facility and construction of the Civic
Center mall.
City Manager Jones advised that Mr. Marion J. Varner and his
associates, Mr. Jerry Keller and Mr. Russell Hobbs would present the
concept of the improvements.
Mr. Varner displayed a colored rendering of the plan and ad-
vised that the project had been phased so that parking space would be
available during the construction. Stated that the first phase would be to
develop the parking area on Grand Avenue; the area at the back of City
Hall and to start the police facility. Advised the second phase would in-
clude construction and remodeling work on the old police building. The
third phase would be the remodeling of the City Hall, starting with the
changes in the Council Chamber. The last phase would be the development
of the mall.
Mr. Varner advised that formal approval was not required at
this time, but that the plans were over fifty percent complete and thought
it advisable to present them for Council's consideration. Stated he
planned to present the final plans for approval at the Council meeting to
be held November 18, and if bids were received by December 22 and
ready for acceptance by the Council at the meeting of January 6, 1976,
construction could be underway shortly thereafter, providing Civil Defense
approval had been received.
Mr. Varner questioned whether the City wished the bid require-
ments to include a provision for liquidated damages for delay of the con-
tract terms or prefer that the builder be required to keep an adequate
work force to meet schedules.

City Manager Jones informed the Council that air conditioning
had been considered in the latest plans for all the buildings. Mr. Varner
discussed the plans in this regard.
Mr. Jerry Keller described the landscaping and that it was not
included in the company's contract. City Manager Jones advised that he
thought the City could design and install the landscaping in the mall.
At this time, the hour being 6 :05 o'clock p.m., Mayor Balmer
entered the Chamber and took his place at the Council table.
Mr. Varner reviewed the tentative scheduling for completion of
the plans and commencement of construction and advised that photographs
would be furnished of the project suitable for newspaper publication.
No other business appearing to come before the Council at this
session, motion was made by Councilman Nagel, seconded by Councilman
Van Vranken, that the meeting adjourn, the hour of adjournment being
6:25 o'clock p.m. Motion carried.
