1975 MAR 18 CC MINX 3916 El Segundo, California March 18, 1975 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The Clerk reported that a Notice of Adjournment had been posted as required by law and that an affidavit of posting was in the City Clerk's file. The meeting was then called to order by E. L. Balmer, Mayor, the hour being 6:00 o'clock p.m. Those in attendance were: Councilmen Stephens, Van Vranken and Mayor Balmer. Mr. Marion K. Varner and Mr. Jerry Keller, architects, displayed plot plans of the Civic Center omplex based on the Council's directions at the study session held February 24, 1975. Mr. Varner explained that the new plan proposed double deck parking at the rear of the property which would provide parking for City employees as well as for public use and that in this manner parking could be provided which would not only meet, but would exceed City Code requirements. Advised that the new concept showed a structural change, tying the old Police building and the City Hall building together with the main entrance and recepti( ;� at the rear of the present City Hall building. The plan also showed an additioi: to the front of the Council Chamber to serve as a controlled lobby area which could be used for overflow crowds. At this time, the hour being 6:40 o'clock p.m., Councilman Nagel entered and took his place at the Council table. Discussions were held regarding requirements in the new Police Facility and the internal arrangement of the City Hall offices. Mr. Varner advised that his office would proceed with the design development after approval of this phase of the plan. Mr. Keller furnished sets of plans and cost estimates for the Council and Staff to review. City Manager Jones advised that Staff would review the Plans and would have recommendations ready for the Council at the next meeting. No other business appearing to come before the Council at this session, motion was made by Councilman Stephens, seconded by Councilman Van Vranken, that the meeting adjourn, the hour of adjournment being 7:00 o'clock p.m. Motion carried.
