1975 JAN 27 CC MINX 3884 El Segundo, California January 27, 1975 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The Clerk reported that a Notice of Adjournment had been posted as required by law and that affidavit of posting was in her file. The meeting was then called to order by E. L. Balmer, Mayor, the hour being 7:00 o'clock p.m. ROLL CALL Councilmen Present: Nagel, Rockhold, Stephens, Van Vranken and Mayor Balmer; Councilman Absent: None. Also in attendance were the Recreation and Parks Commissioners: Bue, Morgan, Stevens, Walsh and Chairman Lowe. The Mayor announced that the purpose of this meeting was to meet with the Recreation and Parks Commission to review the proposals for additional recreation facilities. City Manager Jones reported 'on the Master Recreation Plan, on the past history of the Hillcrest Site and of the Mosaic Tile Property. Recreation and Parks Director Ruis reported that subsequent to the time the Hillcrest property had been discussed for inclusion in the Master Plan, additional information became available regarding the cost of that property, and the availability of the railroad property adjoining the Mosaic Tile property became more of a reality, which greatly affected the decision of the Commission. Stated that some progress had been made in getting the tracks removed, making this a more desirable site. Discussed the salient features of each site which included comparisons of cost, location, adaptability and maintenance. After discussion between the Council, Commission and Staff, the Mayor inquired if anyone in the audience would like to address the Council on this matter. City Manager Jones reported on available funding for additional recreational facilities. Mr. Ben Cole, president of the Chamber of Commerce stated that the Chamber opposed the acquisition of the Mosaic Tile property and the adjoining Southern Pacific right of way for development into recreational facilities on the basis that this property should be placed on the tax rolls for the benefit of the City and the School District; that the election in August indicated the residents did not want funds spent for additional recreational facilities; and generally, that adequate recreational facilities are now available. Requested that the Council consider rejecting the Recreation and Parks Commission proposal to acquire the Mosaic Tile property and the adjoining railroad right of way. Mr. Robert Dein, 533 Hillcrest Street, suggested that if recreational facilities were to ba 7 expanded for industrial developments, that a tax override proposal be presented for their support as had been put before the residents at the August election. -1- January 27, 1975 X 3885 NEW BUSINESS Councilman Nagel made recommendations in regards to the following legislation being considered in Sacramento: AB -337 - This measure would limit City property tax revenue increases. Recommended this bill be opposed. SB -143 - This measure would increase business inventory tax exemption. Recommended this bill be supported. AB -494 - This measure would clarify conflicts between Proposition 9, the Waxman- Dymally and the Moscone Acts. Recommended support. SB -47 and SB -8 - These bills would eliminate local governments from participation in mass transit planning. Recommended these bills be opposed. By mutual consent, the Council opposed AB -337 and supported SB -143 and AB -494. Thereafter, motion was made by Councilman Nagel, seconded by Mayor Balmer, that SB -47 and SB -8 be opposed. On roll call, motion carried by the following vote: Ayes: Councilmen Nagel, Rockhold and Mayor Balmer; Noes: Councilmen Stephens and Van Vranken; Absent: Councilmen None. No other business appearing to come before the Council at this session, motion was made by Councilman Stephens, seconded by Councilman Van Vranken that the meeting adjourn, the hour of adjournment being 9:15 o'clock p.m. Motion carried.
