1974 MAY 28 CC MINX 3696 E1 Segundo, California May 28, 1974 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The Clerk reported that a Notice of Adjourn- ment had been posted as required by law and that affidavit of posting was in her file. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America. The meeting was then called to order by E. L. Balmer, Mayor, the hour being 7 :00 o'clock p.m. ROLL CALL Councilmen Present: Nagel, Rockhold, Stephens, Van Vranken and Mayor Balrrer; Councilmen Absent: None. READING OF MINUTES OF PREVIOUS MEETING The minutes of the regular City Council meeting held May 7, 1974, having been read and no error or omission having been noted, it was moved by Councilman Van Vranken, seconded by Councilman Nagel, that the minutes of said meeting be approved as recorded. Motion carried. WRITTEN COMMUNICATIONS 1. E1 Segundo Unified School District, request to hold annual Festival of Arts at Library Park on June 2, 1974. City Manager Jones advised that the school's responsibilities would be the same as they have been in the past. Motion was made by Councilman Stephens, seconded by Councilman Nagel, and unanimously carried that the above request be granted. 2. Southern California Rapid Transit District, resolution proclaim- ing June 1974 as ransit Progress Month. Motion was made by Councilman Nagel, seconded by Mayor Balmer, that the following resolution be adopted. Motion carried. WHEREAS, the importance of public transpor- tation to community progress has been made abundantly clear during recent weeks and months; and WHEREAS, the community's responsible public transit agency has made significant contributions to mobility, particularly at a time of major, national energy crisis; and WHEREAS, these accomplishments by the Southern California Rapid Transit District have included the establishment of major bus service improvements, the development of new and innovative programs for the community and the exploring of ways to improve transit equipment; and WHEREAS, the Rapid Transit District has coordinated with the County of Los Angeles in the es- tablishment of a county -wide reduced fare; and WHEREAS, the importance of transit pro- gress on the Southern California scene was highlighted with the scheduling - -in Los Angeles - -of the National Meeting of the Institute for Rapid Transit; and -1- May 28, 1974 KA WHEREAS, on June 6th and 20th the Rapid Transit District will be conducting public hearings on the rapid transit and bus service improvement program, climaxing a series of area -wide community meetings; and WHEREAS, these public hearing are a prelude to the proposal for bus and rapid transit improvements to be presented to the electorate in November, 1974; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of El Segundo hereby designates the month of June, 1974 as TRANSIT PROGRESS MONTH, and BE IT FUR:'HER RESOLVED, that the City Council of the City of E1 Segundo directs the staff to implement programs alerting the public to the benefits accruing of public transportation services. SPECIAL ORDER OF BUSINESS 1. City Manager Jones presented the Preliminary Budget for the fiscal year 1974 -75 and reported on the estimated revenue and prior years receipt comparisons. Recommended that the Council first consider the Capital Improvements, and if time permitted at this meeting, the Depart- mental Budget Detail. Thereafter, the Council discussed the Capital Improvements, Pro - gram for fiscal years 1974 -75 through 1976 -77. At the hour of 10 :00 o'clock p.m., the Council recessed to an Executive Session in the Mayor's office. At the hour of 10:15 o'clock p.m., the Council reconvened, all members being present and answering roll call. No other business appearing to come before the Council at this session, motion was made by Councilman Nagel, seconded by Councilman Van Vranken, that the meeting adjourn until May 29, 1974, at the hour of 7 :00 o'clock p.m., in the Council Chamber of the City Hall of the City of El Segundo, California, the hour of adjournment of this meeting being 10:20 o'clock p.m. Motion carried.
