1974 MAR 12 CC MINX 3622 E1 Segundo, California March 12, 1974 An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that a Notice of Adjournment had been posted as required by law and that an affidavit of posting was on file. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America, followed by invocation by The Reverend Howard Greer of the Pacific Baptist Church. The meeting was then called to order by E. L. Balmer, Mayor, the hour being 6 :00 o'clock p.m. ROLL CALL Councilmen Present: McGill, Morgan, Nagel, Stephens and Mayor Balmer; Councilmen Absent: None. The City Clerk advised that pursuant to law and the authority and direction set forth in the City Council's Resolution No. 2524, she had completed the canvass of the March 5, 1974 election and presented to the Council the City Clerk's Certificate of Canvass. Further stated that the whole number of votes cast in the City was 3, 263, that the names of the persons voted for and the number of votes given in the City to each person, and the number of votes given for and against that certain initiative ordinance prohibiting dogs from running at large, were as follows: For Member of the City Council: Susan E. (Sue) Allison 1079 Howard E. Johnson 367 George J. Moriarty 962 Bob W. Rockhold 1152 V. J. (Red) Steffire 922 Richard K. Van Vranken 1398 Homer F. Vest 293 Initiative Ordinance Yes 1535 No 1603 Thereafter, it was moved by Councilman Nagel, seconded by Councilman Morgan, that Resolution No. 2528, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELEC- TION HELD IN SAID CITY OF EL SEGUNDO ON THE 5TH DAY OF MARCH, 1974, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW., which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen McGill, Morgan, Nagel, Stephens and Mayor Balmer; Noes: Councilmen None; Absent: Councilmen None. C ct ct sue.. O.o Q cn F- -2- X 3624 The City Clerk stated that she had received Candidate's Cam- paign Statements from Councilmen Rockhold and Van Vranken pursuant to the. provisions of. Chapter;, - Article l.of Division 8 of the�Callfornia' Election Laws.,-. At .this :time, - ..Councilman. McGill- thanked everyone for the sup= port he had received during his .tenure of office ,and :urged -resident-s iito . take an active part in their.City government. .. Mayor Balmer commended Councilmen McGill and Morgan for their service on the Council and stated. an award and keys to the City would be presented to them -at. a later time as a token of appreciation for their service to the community. Councilman Morgan stated his service had been rewarding_ and thanked the Councilmen and City employees for their _help and guidance. Thereafter, -the City Clerk issued Certificates of Election, signed by her and duly authenticated, to Councilmen Rockhold and Van Vranken, who then took and, subscribed to their respeotive�C -an•stitutional Oaths of Office and filed same with the City Clerk. Councilmen Rockhold and Van Vranken took.their seats at the Council table and the Council thus .constituted the following members. ­ Councilman E., L. (Les) Balmer Councilman Richard G. Nagel Councilman Bob W. Rbckh6Tdy_.___. Councilman Gordon T. Stephens Councilman Richard K. Van Vranken all of whom were present. Councilmen Rockhold and Van Vranken expressed appreciation to their families and workers for the help they had received during the campaign and to the voters for electing them to office. The City Clerk, at this time, invited nominations for the office of Mayor. Councilman Nagel nominated Councilman Balmer for Mayor, which nomination was seconded by Councilman Van Vranken. No other nominations being made, motion was made by Councilman Rockhold, seconded by Councilman Nagel and unanimously carried that nominations be closed. Thereupon, motion was made by Councilman Nagel, seconded by Councilman Van Vranken that the City Clerk cast a unanimous ballot for Councilman Balmer as Mayor. On roll call, said motion carried by the following vote: Ayes: Councilmen Balmer, Nagel, Rockhold Stephens and Van Vranken; Noes: Councilmen None. The City Clerk announced that E. L. (Les) Balmer had been elected Mayor of the City of E1 Segundo. Mayor Balmer stated he would accept nominations for the office of Mayor pro tempore. Councilman Rockhold nominated Councilman Nagel for the office of Mayor pro tempore, which nomination was seconded by Mayor Balmer. Councilman Van Vranken moved that nominations be closed, motion was seconded by Councilman Nagel. Motion carried. -3- March 12, 1974 X 3625 Motion was made by Councilman Van Vranken, seconded by Councilman Rockhold that the City Clerk cast a unanimous ballot for Councilman Nagel as Mayor pro tempore. On roll call, said motion carried by the following vote: Ayes: Councilmen Nagel, Rockhold, Stephens, Van Vranken and Mayor Balmer; Noes: Councilmen None. No other business appearing to come before the Council at - this session, it was moved by Mayor Balmer, seconded by Councilman Nagel that the meeting adjourn in honor of the outgoing Councilmen, Herman L.
