August 27, 1974
An adjourned regular meeting of the City Council of the City of
El Segundo, California, vms held in the Council Chamber of the City Ball
of said City on the above date. The City Clerk reported that a Notice of
Adjournment had been posted as required by law and that an affidavit of
po:;ting was on file. Prior to calling the meeting to order, those present
joi..,d in pledging allegiance to the Flag of the United States of America.
The meeting was then called to order by E. L. Balmer, Mayor, the
hour -eing 5 :30 o'clock p.m.
ROLL CALL
Councilmen Present: Nagel, Rockhold, Stephens,
Van Vranken and Mayor Balmer
Councilmen. Absent: None
REPORTS OF OFFICERS
CITY MAP:AGER JONES MADE REPORTS AS FOLLOWS:
1. Advised that property tax rates for fiscal year 1974 -75 must be
established and submitted to the County Auditor. Based on total assessed
valuation figures and increased fund balances, recommended that the
El Segundo property tax rate be decreased by 10¢ per hundred dollars
assessed valuation.
After discussion by the Council, motion was made by Councilman
Stephens,seconded by Councilman Rockhold, that the E1 Segundo property tax
rate be decreased by 10¢ for the 1974 -75 fiscal year. On roll call, said
motion carried by the following vote:
Ayes: Councilmen Rockhold, Nagel, Stephens,
Van Vranken and Mayor Balmer;
Noes: Councilmen None;
Absent: Councilmen None.
Presented for the Council's consideration a resolution fixing the
amount of money necessary to carry on the business of the various departments
of the City, pay it's bonded indebtedness, meet the obligations under the
California Public Employee's Retirement Law, maintain the free Public
Library of the City, and acquire, maintain and improve the public parks and
recreational facilities for the current fiscal year, vhich amounts had been
prepared by the Director of Finance as follows:
For carrying on the various departments

For paying the bonded indebtedness of

For meeting and paying the obligations

the rate of taxes to be levied in and for the City sufficient to raise the
amount of money fixed by the Council in its Resolution No. 2583, and the
expense of collection of this amount, the rates herein fixed being the
rates of taxes for the fiscal year 1974 -75. These amounts as prepared by
the Director of Finance are as follows:

CITY CLERK BURROWES MADE REPORTS AS FOLLOWS:
1: Advised that pursuant to law and the authority and direction set
forth in the City Council's Resolution No. 2581, she had completed the
canvass of the August 20, 19711 election and presented to the Council the
City Clerk's Certificate of Canvass. Further stated that the whole number
of votes cast in the City was 2,875; that the total number of votes given
for and against Proposition No. 1, asking whether a property tax should
be Jevied for the purchase of property at 438 Sheldon Street and adjacent
rail. and right of way; and the total number of votes given for and against
Propo-�ition No. 2, asking whether said property should be rezoned from M -1
to PED, were as follows:

2. Acting City Attorney Leonard presented the Resolution declaring
the results of the Special Municipal Election held August 20, 1974. Motion
was made by Councilman Stephens, seconded by Councilman Nagel, that

3• Reported that a claim against the City had been received from
Miss Linda Wynott, 650 West Palm Avenue for vehicle damages sustained on
June 23, 1974, and that said claim had been referred to the insurance
carrier.
Motion was made by Councilman Nagel, seconded by Councilman Stephens,
that the claim be denied and that the action of the City Clerk in referring
same to the insurance carrier be approved. Motion carried.
ACTING CITY ATTORNEY LEOIN RD MADE REPORTS AS FOLIOWS:
1. Presented a resolution implementing a change in traffic controls
at Penn Street and Maple Avenue.
Motion was made by Councilman Stephens, seconded by Mayor Balmer,
that Resolution No. 2586, entitled:
