El Segundo, California
April 23, 1974
An adjourned regular meeting of the City Council of the City of
El -Segundo, California, was held in the Council Chamber of the -City Hall of
said City on the above date. The Clerk reported that a Notice of Adjournment
had been posted as required by law and that affidavit of posting was in her
file. Prior -to calling the meeting to order, those present joined in pledging
allegiance to the Flag of the United States of America.
The meeting was then called to order by E. L. Balmer, Mayor, the
hour being 6:15 o'clock p.m.
ROLL CALL
Councilmen Present: Rockhold, Stephens, Van Vranken
and Mayor Balmer;
Councilmen Absent: Nagel.
Mayor Balmer presented a letter from the City of Redondo Beach
requesting that the City Council join with other city councils of the South
Bay in urging the County of Los Angeles to give consideration to the need
for new services in the field of alcoholism in the South Bay area; to
encourage the Department of County Health Services to develop services in
this area from State funds available for this purpose; and to request the
county supervisor of our district to help the South Bay region receive its
fair share of the allocation from State funds.
Motion was made by Councilman Stephens, seconded by Councilman
Van Vranken, that Resolution No. 2535, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, REQUEST-
ING THAT THE LOS ANGELES COUNTY PLAN FOR
DISTRIBUTION OF MONIES MADE AVAILABLE BY
THE STATE OF CALIFORNIA FOR PREVENTION
AND TREATMENT SERVICES IN THE FIELD OF
ALCOHOLISM INCLUDE THE SOUTH BAY COMMUNITY.,
be adopted.
On roll call, said motion carried and said resolution was adopted by
the following vote:
Ayes: Councilmen Rockhold, Stephens,
Van Vranken and Mayor Balmer;
Noes: Councilmen None;
Absent: Councilman Nagel.
Mr. Charles Woodward and the City Librarian were present in the
Council Chamber and asked the Council to look at the drawings prepared
by Mr. Woodward for the remodeling of the lower floor of the Library. The
Council then recessed to an Executive Session in the Mayor's office for the
purpose of interviewing applicants for the Planning Commission.
At the hour of 9:10 o'clock p.m. the Council reconvened, the following
Councilmen being present and answering roll call: Nagel, Rockhold, Stephens,
Van Vranken and Mayor Balmer.
Motion was made by Councilman Stephens, seconded by Councilman
Van Vranken that Mr. Don McLees be appointed to serve the unexpired term
of Mr. Richard Van Vranken on the Planning Commission, such term to
expire June 30, 1977. Carried by the following vote:
Ayes: Councilmen Nagel, Rockhold, Stephens,
Van Vranken and Mayor Balmer;
Noes: Councilmen None;
Absent: Councilmen None.

The City Manager requested Council reconsideration of permission
to travel to Kansas City, Kansas May 8 -10 to inspect an automated police
communication system, all expenses to be borne by the California Council
for Criminal Justice.
Motion was made by Councilman Nagel, seconded by Councilman
Stephens, that the City Manager be authorized to go to Kansas City, Kansas
as hereinabove requested, with the provision that all of the participating
cities in the communications study understand the reason for Mr. Jones
making the trip. Motion carried.
No other business appearing to come before the Council at this
session, it was moved by Councilman Van Vranken, seconded by Councilman
Rockhold, that the meeting adjourn, the hour of adjournment being 9 :20
o'clock p.m. Motion carried.
