An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in the Council Chamber of the City Hall
of said City on the above date. - The Clerk reported that a Notice of Adjourn-
ment had been posted as required by law and that affidavit of posting was in
the City Clerk's file.
The meeting was then called to order by E. L. Balmer, Mayor,
the hour being 7:00 o'clock p.m.
ROLL CALL
Councilmen Present: Morgan, Nagel, Stephens and Mayor Balmer;
Councilmen Absent: McGill.
City Manager Jones introduced Mr. William Lewis of Alderman,
Swift and Lewis, who presented a report titled, "Municipal Water System,
City of E1 Segundo, Phase I. "
Mr. Lewis reported that the reclaimed water from the Hyperion
Sewage Treatment Plant is available for use by industries. The Standard Oil
refinery, which in 1972 used 67% of the entire production of the City's water
system, is the primary potential user of reclaimed water. The refinery can-
not use the water at this time because of State water quality regulations, how-
ever, an attempt is being made to obtain a variance from the regulations or
a change in the regulations.
Mr. Lewis reported that the City's reserve water requirements
depend largely on whether reclaimed water will be used by the refinery. If
reclaimed water cannot be used, significant facility improvements in the City's
water system will be required. Mr. Lewis recommended that the City plan to
maintain a minimum reserve equal to 90% of 2- maximum days' use.
Mr. Lewis reported that the Standard Oil refinery, if given 3 weeks
advance notice of a system interruption, could store up to 25 million gallons
of water for refinery use. He also reported that a blend of Colorado River
and Northern California water will be delivered to El Segundo in 1976. Should
the City desire to obtain Northern California water prior to that time, it may
be possible to do so, but other users on the 60 inch line would also have to
agree to delivery of Northern California water.
Mr. Lewis recommended that a Phase H report be prepared, but
that it be delayed until Standard Oil Company obtains approval to use reclaimed
water. The Phase II report would develop a delivery plan and marketing strategy
for reclaimed water.
Councilman Nagel reviewed the current status of State legislation in
which the City has an interest. Motion was made by Councilman Nagel, seconded
by Councilman Stephens and unanimously carried that Assembly Bill 819 be
opposed by writing the Governor to urge a veto of this bill if it is passed by
the Senate.
Motion was made by Councilman Nagel, seconded by Councilman
Stephens and unanimously carried to support Senate Bill 230 if it is amended
so as to make it permissive rather than mandatory that cities consolidate
their elections with the State Primary Election.
Motion was made by Councilman Nagel, seconded by Councilman
Morgan and unanimously carried that Council continue to oppose Assembly
Bill 1243 which would establish a new system of employee relations for cities.
No further business appearing to come before the Council at this
session, motion was made by Councilman Nagel, seconded by Councilman
Morgan, that the meeting adjourn, the hour of adjournment being 8:45 o'clock
p. m. Motion carried.
