1971 MAR 03 CC MINX 3000 E1 Segundo, California March 3, 1971 A Special Meeting of the City Council of the City of E1 Segundo, California was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that proper notice of the Special Meeting had been given and posted as required by law and affidavit of posting was on file in the office of the City Clerk. The meeting was then called to order by Gordon T. Stephens, Mayor, the hour being 5 :00 o'clock p.m. ROLL CALL Councilmen Present: Balmer, Frederick, McGill, Nagel, and Mayor Stephens; Councilmen Absent: None. At the hour of 5 :05 o'clock p. m. , the Council recessed to the Mayor's office for a personnel session. At the hour of 5:20 o'clock p.,m. , the Council reconvened, all members being present and answering roll call. 1. City Manager Jones reported that Police Chief Stroh had announced his resignation effective March 21, 1971. Deputy Police Chief Maxwell, who plans to retire as of August 1, 1971, and would therefore not be a candidate for the office of Police Chief, had expressed a willingness to serve as Interim Chief during the period of recruiting and selection of a permanent chief and would be appointed to this position with concurrence of the Council. Motion was made by Councilman McGill, seconded by Councilman Frederick and unanimously carried that the Council concur in appointment of Deputy Police Chief Lee Maxwell as Interim Police Chief upon the termination of Police Chief Jay Stroh. 2. City Manager Jones recommended that in recruiting a new Police Chief, examinations be open to applicants outside the department, as well as any employee of the City who meets the qualifications. Further recommended that the following qualifications be established: a) A minimum of successful completion of two years college with courses in Police Science and Public Administration. (Bachelor's Degree preferred.) b) Eight years experience in police work with 4 years in adminis- trative capacity at the rank of Lieutenant or higher in a police agency as large or larger than E1 Segundo. The examination procedure should consist of evaluation of education and experience and interview before an oral board consisting of Police Chiefs and City Managers from other cities, with the top six candidates being given further background investigation and interview by the City Council and the City Manager. Cooperative Personnel Services would conduct the initial screening and oral interviews. Motion was made by Councilman McGill, seconded by Councilman Balmer that the recommendations of the City Manager, as set forth above, be accepted. Motion carried by the following vote: Ayes: Councilmen Balmer, and Mayor Stephens; Noes: Councilmen None; Absent: Councilmen None. Frederick, McGill, Nagel, No further business appearing to come before the Council at this meeting, it was moved by Councilman Frederick, seconded by Councilman Nagel that the meeting adjourn, the hour of adjournment being 5:30 o'clock p. m.
