1971 AUG 30 CC MINX 3167 E1 Segundo, California August 30, 1971 A Special Meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that proper notice of the Special Meeting had been given and posted as required by law and affidavit of posting was on file in the office of the City Clerk. The meeting was then called to order by Gordon T. Stephens, Mayor, the hour being 7:00 o'clock p. m. ROLL CALL Councilmen Present: Frederick, McGill, Nagel and Mayor Stephens; Councilmen Absent: Balmer. SPECIAL ORDER OF BUSINESS The Mayor announced that this was the time and place heretofore fixed for discussion of Public Law 92 -54, Emergency Employment Act of 1971. Acting City Manager Weber discussed the purpose of the program and the method of funding. This is a program instituted by the Federal Govern- ment to reduce unemployment by making money available to cities to permit them to hire additional employees whom they would not otherwise be able to employ due to budgetary limitations. This is a two -year program and it is hoped that it will improve the total economy to such an extent that, at the end of that period, most of these employees can be absorbed into a permanent program. Meetings had been held with the Department Heads who had been asked to submit recommendations and justification for personnel and programs which might qualify under this legislation. A list of these recommendations were presented for the Council's consideration. After discussion of the 15 recommended positions presented, motion was made by Councilman McGill, seconded by Councilman Nagel that Items 2, 3, 4, 9 and 14 (1) be approved by the Council and that the staff be authorized to select additional positions as funds permit. City Attorney Allen presented a resolution authorizing the filing of application for funding under the Emergency Employment Act of 1971. Motion was made by Councilman McGill, seconded by Councilman Frederick that Resolution No. 2405, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AUTHORI- ZING THE FILING OF AN APPLICATION FOR FUNDING UNDER THE EMERGENCY EMPLOY- MENT ACT OF 1971. , which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Frederick, McGill, Nagel and Mayor Stephens; Noes: Councilmen None; Absent: Councilman Balmer. No further business appearing to come before the Council at this meeting, it was moved by Councilman Nagel, seconded by Mayor Stephens that the meeting adjourn, the hour of adjournment being 8:00 o'clock p. m. Motion carried.
