1971 APR 19 CC MINX 3031 E1 Segundo, California April 19, 1971 An adjourned regular meeting of the City Council of the City of E1 Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The Clerk reported that a Notice of Adjournment had been posted as required by law and that affidavit or posting was on file. The meeting was then called to order by Gordon T. Stephens, 11Iayor, the hour being 7: 00 o'clock p. m. ROLL CALL Councilmen Present: Balmer, Frederick, McGill, Nagel and Mayor Stephens; Councilmen Absent: None. SPECIAL ORDER OF BUSINESS Mayor Stephens announced that this was the time for the public pre- sentation by Public Safety Systems, Inc. of the communications system requirements for the City of E1 Segundo. City Manager Jones stated that the first report had been received from PSSI in December, 1970, after which meetings had been held with representatives of other South Bay cities to discuss the possibility of cooperation in implementing the plans as set forth in the report. Present in the Council Chamber were Police Chief Charles Crumly of Manhattan Beach, Captain Eugene Cavanaugh of Redondo Beach and Lieutenant Charles Oates of Torrance. Mr. Ron DiZinno, Mr. Robert W. Poole, Jr. and Dr. Terry Honikman of Public Safety Systems, Inc. presented their final report, setting forth the following goals: a) Reduce frequency congestion on police channels to acceptable standards. b) Improve physical and communications security. c) Increase operational efficiency. d) Improve interface with other public safety agencies. e) Improve systems reliability. The methods of achieving these goals were set forth as first, second and third priority items with cost figures for an El Segundo system as well as for a South Bay area system. The PSSI representatives then made themselves available for questions and discussed in detail the deficiencies of the present system and their con - clusions as to requirements for improvement. Thereafter, motion was made by Councilman Nagel, seconded by Councilman Frederick and unanimously carried that the Council adopt in concept the idea of accomplishing the work as recommended in this report under a joint agreement with other cities. By general consent, the City Manager was authorized to proceed with preparation of an application for an additional police radio frequency and to contact other South Bay cities to see if they would participate in a joint approach to solving communication problems.
