1970 JUN 29 CC MINX 2876 E1 Segundo, California June 29, 1970 An adjourned regular meeting of the City Council of the City of E1 Segundo, California was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that a Notice of Adjournment had been posted as required by law and that affidavit of posting was on file. The meeting was then called to order by Gordon T. Stephens, Mayor, the hour being 7 :00 o'clock p. m. ROLL CALL Councilmen Present: Balmer, Frederick, McGill, Nagel and Mayor Stephens; Councilmen Absent: None. At the hour of 7 :15 o'clock p. m. , the Council recessed in order to move the meeting to the E1 Segundo High School Auditorium, due to insufficient seating in the Council Chamber. At the hour of 7 :30 o'clock p. m. , the Council reconvened in the High School Auditorium, all members being present and answering roll call. The City Attorney read the title of the ordinance adopting the 1970 -71 Budget, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, APPROVING THE BUDGET FOR THE 1970 -71 FISCAL YEAR., Upon motion duly made and unanimously carried, the further reading of Ordinance No. 743 was waived. Following motion made by Councilman Frederick, seconded by Councilman Nagel, Ordinance No. 743 was adopted by the following vote: Ayes: Councilmen Balmer, Mayor Stephens; Noes: Councilmen None; Absent: Councilmen None. Frederick, McGill, Nagel and The Mayor announced that this was the time for considering the salary and fringe benefit schedule for 1970 -71 fiscal year. The City Manager summarized his recommendations. Attorneys for the Police Officers' Association and the Firemen's Association summarized the proposals from these associations. ORAL COMMUNICATIONS The following persons spoke in favor of larger increase for the Firemen and Policemen: JOHN MYERS, 608 Lomita St., DONNA HOYER, 407 E. Pine Ave., DOROTHY PRESLEY, 428 W. Palm Ave., MIRIAM TAYLOR, 222 W. Walnut Ave., IRVING ERLANDSON, 601 Illinois Court, BILL KESSENER, 840 Lomita Street, CHARLES BOYD, 721 Bayonne St. , BILL McALLLSTER, 640 Sierra Street, MARY FERGUSON, 343 Hillcrest St. , GEORGE GORDON, 347 Hillcrest St,, JERRALD JOHNSON, 432 Washington St HICKS CONEY, 706 W. Pine, and Gerald Evans - 725 Main Street. At the hour of 10: 20 o'clock p. m. , the Council recessed to the Mayor's Office for a personnel session. At the hour of 2 :05 o'clock a. m. , the Council reconvened, the following members being present and answering roll call: Balmer, McGill, Nagel and Mayor Stephens. Motion was made by Councilman McGill, seconded by Councilman Nagel that Resolution No. 2331, entitled: 94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, FIXING THE SALARIES OF CERTAIN MEMBERS OF THE POLICE AND FIRE DEPARTMENT., which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Balmer, McGill, and Nagel; Noes: Mayor Stephens; Absent: Councilmen Frederick. Motion was made by Councilman Balmer, seconded by Councilman Nagel that Resolution No. 2332, entitled: 28'7'7 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, AMENDING RESOLUTION NO. 2276, FIXING THE COMPENSATION OF CERTAIN OF THE OFFICERS AND HEADS OF DEPARTMENTS OF SAID CITY, AND OF CERTAIN OF THE EMPLOYEES THEREOF., which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Balmer, McGill, and Nagel; Noes: Mayor Stephens; Absent: Councilman Frederick. No further business appearing to come before the Council at this session, it was moved by Councilman Nagel, seconded by Councilman Balmer, the meeting adjourn, the hour of adjournment being 2 :15 o'clock a. m.
