1970 APR 21 CC MINER El Segundo, California April 21, 1970 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that a Notice of Adjournment had been posted as required by law and that an affidavit of posting was on file. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America, followed by invocation by Councilman Gordon T. Stephens. The meeting was then called to order by Floyd Carr, Jr. , Mayor, the hour being 7: 00 0' clock p. m. ROLL CALL 2835 Councilmen Present: Balmer, Frederick, Nagel, Stephens and Mayor Carr; Councilmen Absent: None. SPECIAL ORDER OF BUSINESS The City Clerk advised that pursuant to law and the authority and direction of the City Council's Resolution No. 2318, she had completed the canvass of election and presented to the Council the City Clerk's Certificate of Canvass and stated that the whole number of votes cast in the City was 2314; that the names of the persons voted for and the number of votes given in the City to each person was as follows: For Member of the City Council: Robert W. Frederick 1434 Irving T. E rlands on 1286 Herman L. McGill 1466 Thereafter, it was moved by Councilman Nagel, seconded by Councilman Frederick , that Resolution No. 2319, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL SEGUNDO, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELEC- TION HELD IN SAID CITY OF EL SEGUNDO ON THE 14TH DAY OF APRIL, 1970, DECLARING THERE - SULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW., which was read, be adopted. On roll call, said motion carried and said resolution was adopted by the following vote: Ayes: Councilmen Balmer, Mayor Carr; Noes: Councilmen None; Absent: Councilmen None. Frederick, Nagel, Stephens and The City Clerk then issued certificates of election signed by her and duly authenticated, to Councilmen Frederick and McGill, who then took and subscribed to their respective Constitutional Oaths of Office and filed same with the City Clerk. The City Clerk stated that she had received from Councilmen Frederick and McGill their Candidate's Campaign Statement of Receipts and Expenditures pursuant to provisions of Article I of Chapter 1 of Division 8 of the Elections Code. Councilmen Frederick and McGill took their seats at the Council table and the Council thus constituted the following members: X 2836 Councilman E. L. (Les) Balmer Councilman Richard G. Nagel Councilman Herman L. McGill Councilman Robert W. Frederick Councilman Gordon T. Stephens all of whom were present. The City Clerk announced she would invite nominations for the office of Mayor. Councilman McGill thereupon nominated Councilman Stephens for Mayor. Councilman Frederick moved that nominations for the office of Mayor be closed. The motion was adopted by general consent and Councilman Stephens was elected to the office of Mayor. Mayor Stephens stated he would entertain nominations for the office of Mayor pro tempore. Councilman Frederick nominated E. L. (Les) Balmer for the office of Mayor pro tempore. Councilman Nagel moved that the nominations for Mayor pro tempore be closed. The motion was adopted by general consent and Councilman Balmer was elected Mayor pro tempore. NEW BUSINESS 1. Councilman McGill requested that the matter of updating the downtown parking requirements of the City Code be placed on the agenda for the April 27, 1970 meeting. Further requested that a report be given of the status of the abandonment of the railroad tracks within the City. No further business to be transacted at this meeting, it was moved by Councilman McGill, seconded by Councilman Nagel that the meeting adjourn in memory of Mrs. Doris Shepard who passed away on April 19, 1970, the hour of adjournment being 7:35 o'clock p. m.
