An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in the Council Chamber of the City Hall
of said City on the above date. The Clerk reported that a Notice of
Adjournment had been posted as required by law and that an affidavit of
posting was on file.
The meeting was then called to order by Floyd Carr, Jr. , Mayor.
the hour being 7:00 o'clock p.m.
ROLL CALL
Councilmen Present: Balmer, Frederick, Nagel, Stephens and
Mayor Carr;
Councilmen Absent: None.
The City Clerk advised that pursuant to law and the authority and
direction of the City Council's Resolution No. 2262, she had completed the
canvass of the Special Municipal Bond Election including absentee ballots
and had certified the results and presented to the Council the City Clerk's
Certificate of Canvass.
Thereafter, it was moved by Councilman Stephens, seconded by
Councilman Balmer, that:
"RESOLUTION NO. 2264
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, REPORT-
ING THE CANVASS OF ELECTION RETURNS OF
A SPECIAL SCHOOL BOND ELECTION HELD IN
THE EL SEGUNDO UNIFIED SCHOOL DISTRICT
ON FEBRUARY 25, 1969 AND DECLARING THE
RESULT OF THE CANVASS OF ELECTION RE-
TURNS OF A SPECIAL MUNICIPAL BOND ELEC-
TION HELD IN SAID CITY ON FEBRUARY 25, 1969.
THE CITY COUNCIL OF THE CITY OF EL SEGUNDO,
CALIFORNIA, DOES HEREBY RESOLVE, DETERMINE AND ORDER
AS FOLLOWS:
SECTION 1. That a special municipal bond election was
duly called and regularly held in said city on the 25th day of February,
1969, at which election there was submitted to the qualified voters of
said city the following proposition, to wit:
STORM DRAIN BOND PROPOSITION: For
the purpose of the acquisition and construction of
the final portion of the master plan storm drain
system for the northwest quadrant of the City of
E1 Segundo, shall said City incur a bonded indebted-
ness in the principal amount of two million five
hundred thousand dollars?
SECTION 2. That the returns of said election have been
duly and regularly canvassed by the City Clerk of this city as provided
by law, and all absentee ballots, if any, returned have been canvassed
as provided by law, and said City Clerk has duly certified the results of
such canvass to this City Council.
SECTION 3. That a special bond election was duly called
and regularly held in the E1 Segundo Unified School District on the 25th

day of February, 1969, at which election there was submitted to the
qualified voters of said School District the following proposition, to wit:
Shall the EL SEGUNDO UNIFIED SCHOOL DIS-
TRICT OF LOS ANGELES COUNTY, CALIFORNIA,
incur a bonded indebtedness of Five Million Dollars
($5, 000, 000. 00), the maximum rate of interest there-
on not to exceed five percent (5%) per annum, for the
purpose of raising money for the following purposes:
(a) The purchasing of school lots,
(b) The building or purchasing of school buildings,
(c) The making of alterations or additions to the
school building or buildings other than such as
may be necessary for current maintenance,
operations, or repairs,
(d) The repairing, restoring, or rebuilding of any
school building damaged, injured, or destroyed
by fire or other public calamity,
(e) The supplying of school buildings and grounds
with furniture, equipment, or necessary appara-
tus of a permanent nature,
(f) The permanent improvement of the school grounds,
(g) The carrying out of the projects or purposes autho-
rized in Section 15811 of the Education Code,
(h) The demolition or razing of any school building
with the intent to replace it with another school
building, whether in the same location or in any
other location?
SECTION 4. That the results of said school bond election
have, pursuant to law, been duly and regularly canvassed by the City
Clerk of this city as provided by law, and all absentee ballots, if any,
returned have been canvassed as provided by law, and said City Clerk
has certified the results of this canvass to the City Council. LJ I.
SECTION 5. That the votes cast in the precincts established
for such election upon the said propositions and for and against said propo-
sitions, the absentee votes, if any, cast upon said propositions and for and
against said propositions, and the total votes cast at said election for and
against each said proposition and upon each said proposition, are listed
upon the Certification of the City Clerk which is attached hereto and made
a part hereof as "EXHIBIT A. "
SECTION 6. That the votes of less than two - thirds of all
voters voting at said election upon said city bond proposition were cast
in favor of the adoption of said proposition and said city bond proposition
is hereby declared to have failed to carry at said election.
SECTION 7. The City Clerk is directed to forward a certified
copy of this resolution as a report of the canvass of the E1 Segundo unified
School District Bond Election to the Board of Education of the E1 Segundo
Unified School District, 203 Richmond Street, El Segundo, California, and
to the Superintendent of Schools of the County of Los Angeles, 1.55 West
Washington Boulevard, Los Angeles, California.

SECTION 8. That the City Clerk of this city is hereby directed
to enter this resolution in full in the minutes of this City Council, which
entry shall constitute the City Clerk's statement of the result of the
election.
PASSED, APPROVED and ADOPTED this 4th day of March,
1969.

On roll call, said motion carried and said resolution was adopted by the

CITY ATTORNEY ALLEN MADE REPORTS AS FOLLOWS:
1. Presented for the Council's approval and acceptance, Faithful
Performance Bond and Rider and Contractor's Labor and Material Bond and
Rider, both numbered 14102 -12 - 143 -68, with Holthe Disposal Service as
principal and United States Fidelity and Guaranty Company as surety; that
he had approved said bonds as to form and stated that it would be in order
for the Council to approve said bonds.
Thereafter, it was moved by Councilman Stephens, seconded by
Councilman Frederick, the following resolution be adopted:
RESOLVED, that Faithful Performance Bond and Rider
and Contractor's Labor and Material Bond and Rider, both
numbered 14102 -12 - 143 -68, with Holthe Disposal Service as
Principal and United States Fidelity and Guaranty Company as
Surety, presented to this Council at this meeting, be and the
same are hereby approved; and
BE IT FURTHER RESOLVED, that the Mayor be and
he is hereby authorized to approve said Bonds as to Surety and
sign said Riders for and in behalf of the City and the City Clerk
to attest.

Absent: Councilmen None.

session, it was moved by Councilman Nagel, seconded by Councilman Balmer,
the meeting adjourn, the hour of adjournment being 7:10 o'clock p. m.
