A Special Meeting of the City Council of the City of El Segundo,
California, was held in the Council Chamber of the City Hall of said City
on the above date. The Deputy City Clerk reported that proper notice of
the Special Meeting had been given and posted as required by law and
affidavit of posting was on file in the office of the City Clerk.
Prior to calling the meeting to order, those present joined in
pledging allegiance to the Flag of the United States of America, followed
by invocation by Sister City Chairman, Harry H. Weber.
The meeting was then called to order by Floyd Carr, Jr. , Mayor,
the hour being 10:00 o'clock a. m.
ROLL CALL
Councilmen Present: Balmer, Frederick, Stephens and
Mayor Carr;
Councilmen Absent: Nagel.
SPECIAL ORDER OF BUSINESS
Mayor Carr extended a welcome from the City of E1 Segundo to the
citizens of Guaymas who were visiting in this City. He then introduced
The Honorable Oscar Ruiz Almeida, Mayor of Guaymas. Mayor Ruiz
introduced the Guaymas city officials and their wives as well as the visiting
baseball team and the students who will be participating in the student
exchange this fall. Mayor Carr then introduced the El Segundo city officials,
department heads and members of the Sister City Committee who were
present.
The City Manager then presented a resolution welcoming the Guaymas
visitors, after which motion was made by Councilman Frederick, seconded
by Councilman Stephens that Resolution No. 2277, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, EXTEND-
ING A WELCOME TO THE DELEGATION FROM
ITS SISTER CITY OF GUAYMAS, SONORA, MEXICO.,
which was read, be adopted.
On roll call, said motion carried and said resolution was adopted by the
following vote:
Ayes: Councilmen Balmer, Frederick, Stephens and
Mayor Carr;
Noes: Councilmen None;
Absent: Councilman Nagel.
Mrs. Floyd Carr presented a bouquet of roses to Mrs. Ruiz and ex-
tended a personal welcome. Senora Josefina Daniels of the Guaymas delegation
then presented to Mrs. Carr a floral creation and thanked her for her
hospitality.
The City Manager then presented a resolution declaring Mayor Ruiz of
Guaymas as the Honorary Mayor of E1 Segundo for the duration of this visit,
after which motion was made by Councilman Stephens, seconded by Councilman
Balmer that Resolution No. 2278, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL SEGUNDO, CALIFORNIA, DECLARING
THE MAYOR OF ITS SISTER CITY OF GUAYMAS,
SONORA, MEXICO, THE HONORARY MAYOR OF
THE CITY OF EL SEGUNDO, CALIFORNIA.,
which was read, be adopted.

On roll call, said motion carried and said resolution was adopted by the
following vote:
Ayes: Councilmen Balmer, Frederick, Stephens and
Mayor Carr;
Noes: Councilmen None;
Absent: Councilman Nagel.
Sister City Chairman Weber then announced the schedule of events
which had been planned for the remainder of the day.
No further business appearing to come before the Council at this
meeting, it was moved by Councilman Balmer, seconded by Councilman
Frederick that the meeting adjourn, the hour of adjournment being 11 :10
o'clock a. m. Motion carried.
