An adjourned regular meeting of the City Council of the
City of E1 Segundo, California, in joint session with the Board
of Education of the E1 Segundo Unified School District, was held
in the Board Room of the School District of said City on the
above date. Prior to calling the meeting to order, Mayor Carr
led the Pledge of Allegiance to the Flag of the United States of
America. Mayor Carr appointed City Manager Arthur E. Jones
to serve as City Clerk pro tem.
The meeting was then called to order by Sam Douglass,
President of the Board of Education, the hour being 7:33
o'clock p.m.
ROLL CALL
Councilmen Present: Frederick, Nagel, Stephens and
Mayor Carr;
Councilman Absent: Balmer.

Members present: Cargill, Cuthbertson, Farr and
President Douglass;
Member absent: Broadwater.
Dr. Dale Harter, Dr. Lee Odle and City Manager Jones
presented a summary of Proposition 9 (Watson Constitutional
Initiative) and the effect it would have on E1 Segundo.
Dr. Dale Harter, Dr. Lee Odle, Mr. Eugene Broadwater,
Mr. William Cuthbertson, Mayor Floyd Carr, Councilman Robert
Frederick and City Manager Arthur E. Jones were appointed to
lead an educational campaign to inform the voters of the meaning
of Proposition 9.
Superintendent Dale Harter discussed problems the School
is having with budget because the assessed valuation information
is not available until after the budget has been approved.
City Manager Jones presented information on the proposed
Storm Drain Project.
Dr. Lee Odle presented information on the proposed
School Bond proposal.
Members of the two bodies agreed to hold another joint
session on Monday, November 18, 1968, to discuss the possibility
of a joint City - County bond election.
President Douglass adjourned the meeting at 9:45 o'clock p.m.
