1968 MAY 06 CC MINX }_, El Segundo, California May 6, 1968 An adjourned regular meeting of the City Council of the City of El Segundo, California, was held in the Council Chamber of the City Hall of said City on the above date. The City Clerk reported that a Notice of Adjournment had been posted as required by law and that an affidavit of posting was on file. Prior to calling the meeting to order, those present joined in pledging allegiance to the Flag of the United States of America. The meeting was then called to order by Floyd Carr, Jr. , Mayor, the hour being 7 :00 o'clock p. m. ROLL CALL Councilmen Present: Balmer, Frederick, Nagel, Stephens and Mayor Carr; Councilmen Absent: None. 241 Councilman Nagel presented a request from the Fine Arts Association regarding its May 18th contest and asked Mr. Myron Yates, President of the Association, to give the details. Mr. Yates explained that a "Paint the Town" contest will be held on May 18 for the purpose of getting various artists' concepts of the landmarks in the City of E1 Segundo. Cash awards will be made and ribbons will be presented to the winners. No entry fee will be charged. The Fine Arts Association requested that the City permit the judging of the art work and presentation of the prizes to be held in front of the City Hall or in the parking lot at 1 :00 o'clock p. m. on Saturday, May 18, 1968. Motion was made by Councilman Nagel, seconded by Councilman Frederick and unanimously carried that permission be granted for the Fine Arts Association to use a portion of the parking lot at the City Hall or the space in front of the City Hall for judging and presenting awards for the May 18th "Paint the Town" contest, to be held at 1 :00 o'clock p. m. on said date. Mr. Yates also stated that the suggestion had been made that the City, through its Fine Arts Committee, donate what is called a "purchase prize ", whereby one of the paintings which was thought to best represent the City of El Segundo, be purchased for hanging in one of the City buildings or in the Museum. If this were continued on an annual basis, the City could acquire a collection of paintings which would prove of great interest in future years. Motion was made by Councilman Nagel, seconded by Councilman Stephens and unanimously carried that the City approve the sum of $50. 00 to purchase the chosen painting, subject to the legal opinion of the City Attorney. '` `�> �a SPECIAL ORDER OF BUSINESS Mayor Carr announced that the joint meeting of the Council and the Noise Abatement Committee had been called so that the members might present the progress that has been made and the plans for the future, and asked Councilman Nagel to introduce the following members of the committee: Jim Witt, Chairman, Mrs. J. L. Shepard, Mrs. E. E. Lyder, Mrs. Lucille Ralston, Mr. Thomas A. Brady, Dr. James McElhaney, Mr. William Rusch, Mr. V. J. Stefflre, Mr. Walter C. Rugh. Councilman Nagel gave an account of the work which this committee has done and set forth the following objectives: -1- X 24'72 1. To deal mainly with the alleviation of aircraft noise. 2. To coordinate its efforts with other noise abatement groups throughout the nation. 3. To concentrate on the following problems: 1) maintenance area noise; 2) early turnouts and 3) helicopter flights. Mr. Jim Witt, Chairman of the Noise Abatement Committee discussed the work of the committee as it is operating at the present time. The matter of zoning land around an airport for light commercial or industrial use was discussed, and it was pointed out that several areas are following this pattern. Dr. McElhaney felt that close attention should be paid to this matter as this type of zoning might adversely affect the E1 Segundo residential area. Industrial and traffic noise was discussed and the committee asked the Council's direction as to whether or not the committee should broaden its scope to include other types of noise abatement. After discussion, motion was made by Councilman Nagel, seconded by Councilman Frederick and unanimously carried that the Noise Abatement Committee be given approval to proceed against all forms of noise in the City with special emphasis on aircraft noise. The question of the number of committee members was discussed and it was generally agreed that eleven voting members and an unlimited number of non - voting members could best serve the committee. Mayor Carr thanked the members of the Noise Abatement Committee for attending the joint meeting and announced that the Council would recess to a personnel session, the hour being 8:55 o'clock p. m. At the hour of 10:15 o'clock p. m. , the Council reconvened, all members being present. It was moved by Councilman Frederick, seconded by Councilman Balmer that the Council adjourn until Monday, May 13, 1968 at the hour of 6:00 o'clock p. m. in the Council Chamber of the City Hall of the City of El Segundo, to inter- view three applicants for the Planning Commission.
