An adjourned regular meeting of the City Council of the City of
E1 Segundo, California, was held in joint session with the Planning Com-
mission in the Council Chamber of the City Hall of said City on the above
date. The Deputy City Clerk reported that a copy of the Notice of Adjourn-
ment had been posted as required by law, and that affidavit of posting was
on file.
The meeting was then called to order by Floyd Carr, Jr. , Mayor,
the hour being 7:00 o'clock p. m.
ROLL CALL
Councilmen Present: Frederick, Nagel, Stephens and Mayor Carr;
Councilmen Absent: Balmer.
Commissioners Present: Hartman, Huey, Wiegers and Woodward;
Commissioners Absent: Chairman Morgan.
Mayor Carr stated that the matter of appointment of a Recreation and
Parks Commissioner would be taken up at this time. Motion was made by
Councilman Nagel, seconded by Councilman Frederick and unanimously
carried that John Lowe, 801 Lomita Street, be appointed to the Recreation and
Parks Commission for a term of 4 years, said term to expire on May 14, 1972.
SPECIAL ORDER OF BUSINESS
At this time, the matter of a comprehensive plan for the City of E1
Segundo was discussed. Planning Director Reid presented a preliminary
proposal for the development of a comprehensive plan and asked the guidance
of the Council and the Commission as to whether they wished to have this work
done entirely by City staff or by contracting with a planning consultant. It was
the consensus of all members present that the work should b coordinated by
City staff with consultants being used as - zleedec� for specia3� reas of the
study. All information which the City has accumulated todate would be made
available to these consultants and would be catalogued in any invitation to
submit proposals.
Planning Director Reid stated that an economic base study would be
needed as the first element of the comprehensive plan. After discussion, the
Planning Director was authorized to compile the necessary information for
use in inviting proposals for an economic study for the City.
It was the feeling of the Planning Director that the first priority must
be given to the Land Use element of the plan. All members concurred in this
idea and the Planning Director was directed to begin preliminary work on this
phase of the study.
The City Manager was authorized to investigate the availability of
federal funds under Section 701 of the Housing Act of 1954, as amended, to
help finance the preparation of a Comprehensive Plan.
It was the consensus of the Council members and the Commissioners
that the Planning Commission should designate one of its regular monthly
meetings for hearings regarding lot splits, variances, etc. , and that the
other monthly meeting be devoted entirely to planning matters such as the
formulation of the City's comprehensive plan, insofar as it is possible. The
Planning Director was requested to provide the Council with status reports
as the study progresses.

It was felt that it would be necessary to set up citizens advisory
groups to work with the Commission to develop the comprehensive plan
and to hold a series of public meetings regarding the different phases of
the study.
By general consent, another joint meeting of the Planning Com-
mission and the City Council was planned for approximately 3 months from
this date for further discussion on the comprehensive plan.
No further business appearing to come before the Council at
this session, it was moved by Councilman Frederick, seconded by
Councilman Nagel the meeting adjourn, the hour of adjournment being
8:40 o'clock P.m. Motion carried.
